CESC – Civil Society Learning and Capacity Building Center intends to hire a Company for the Design, Decoration and Supply of Furniture for Two Meeting Rooms and Patio Decoration at the CESC office in Maputo (Request for Proposal – RFP_PRC_2026-PEC-007).
1. Introduction
As part of improving working conditions and enhancing CESC's institutional spaces, the need was identified to proceed with the decorative design and furnishing of two meeting rooms, as well as the functional and aesthetic enhancement of the office patio. The aim is to create functional, comfortable and visually harmonious environments suitable for institutional activities, socializing and welcoming.
2. General Objective
To hire a specialized company for the design, decoration and supply of furniture for two meeting rooms, as well as for the decoration and functional organization of the office patio.
2.1. Specific Objectives
Improve the functionality, aesthetics and comfort of the meeting rooms;
Create professional, welcoming environments suitable for CESC's institutional needs;
Ensure alignment of proposals with CESC's institutional visual identity;
Ensure alignment of proposals with CESC's values and principles.
3. Scope of Work
The hired company will be responsible for executing the following activities:
3.1. Design and Concept
Development of interior and exterior design proposal;
Presentation of layouts and furniture arrangement for each space;
Definition of colors, materials, finishes and decorative elements;
Guarantee that the proposal aligns with CESC's values and principles;
Guarantee alignment with CESC's visual identity, including, where applicable, the potential incorporation of the logo and institutional palette colors, to be provided as an attachment to the competition;
Consideration, when relevant and upon CESC's guidance, of including room names and the possible integration of a photograph of Dr. Célia Dinis in the decorative proposal.
3.2. Furniture Supply (Rooms)
Supply of tables suitable for the intended use of the rooms;
Supply of ergonomic, comfortable chairs compatible with the proposed concept;
Consideration of the minimum number of chairs required for the two rooms, to be detailed in the competition specifications;
Presentation of proposals that consider that the two rooms may be used independently or together, with this flexibility reflected in the layout and furniture selection;
Supply of other complementary items, as per the approved proposal.
3.3. Room Decoration
Treatment of walls, including painting, decorative panels, or other suitable solutions;
Application of decorative elements, such as frames or other components compatible with the approved concept;
Organization of spaces in accordance with the approved layout;
Ensure that the rooms maintain suitable conditions for serving tea, coffee, water, and other similar amenities, possibly considering existing materials, as applicable to the final layout;
Consideration of the possible inclusion of room name identification, should CESC deem it relevant.
3.4. Patio Decoration
Presentation and implementation of a decorative concept for the outdoor area;
Inclusion of elements such as plants, lighting, and other components suitable for the space;
Use of materials resistant to weather conditions;
Creation of a pleasant, functional environment compatible with the various intended uses of the space;
Consideration of the patio's use for daily meals of office colleagues, internal events, leisure moments, welcoming people arriving early for meetings, and supporting meals during gatherings and meetings.
3.5. Installation and Assembly
Transport, delivery, and assembly of all items included in the approved proposal;
Final organization of the spaces, ensuring adequate conditions for immediate use.
4. Expected Results
Two meeting rooms properly furnished, decorated, and functional;
Organized, functional, and visually harmonious patio;
Comfortable environments aligned with the institutional identity, as well as the values and principles of CESC;
Room layout adapted for independent or combined use of the spaces, without compromising support facilities for tea, coffee, and water;
Spaces ready for immediate use after completion of the work.
5. Company Requirements
Proven experience in interior and exterior design, decoration, and furniture supply;
Technical and operational capacity to execute the work within the established deadline;
Presentation of a portfolio or evidence of similar work previously carried out;
Tax and legal regularity, in accordance with applicable legislation
6. Site Visit and Clarifications
A site visit to the implementation location should be conducted to observe and analyze the rooms and the courtyard, take measurements, and ask clarifying questions. The tender should indicate the date of the visit, as well as the focal person responsible for answering questions and providing the necessary clarifications:
The visit should take place between June 1 and June 5, 2026;

7. Proposal Evaluation Criteria

The Technical Proposal will have a weighting of 70% and the Financial Proposal will represent the remaining 30% in the final evaluation.
8. Execution Deadline
The work must be completed within a maximum of 20 business days after the award.
9. Warranty
Minimum warranty applicable to the furniture and materials supplied;
Correction of any defects identified after delivery, within the agreed warranty period.

Eligibility documentation (mandatory in proposal submission):
For Companies: (CVs of the Team; Commercial Registration Certificate valid for 3 months; Complete Republic Bulletin; License; Tax Regime Certificate from the Tax Authority; Business Start Declaration; NUIT, and ID of the company representative and document that clearly attests to this capacity (e.g., the BR itself; Power of Attorney; AG Minutes; etc)).
11.2 The financial proposal must detail:
Team deadlines and profiles;
Detailed budget, including taxes;
Minimum validity of 60 days.
