HI has been present in Mozambique since 1986. During the first 10 years, HI's main action focused on physical rehabilitation. Afterwards, HI mainly implemented demining activities (until 2015), short- and medium-term actions on inclusion and organizations of people with disabilities, victim assistance activities, and social protection. From 2019 onward: a stronger link between emergency and development; responses to natural disasters and humanitarian response projects in Cabo Delgado since 2021, with an emphasis on inclusive technical assistance, mental health and psychosocial support, rehabilitation, and inclusive education in emergency settings.
The HI Mozambique mission has around 60 staff members, distributed across the provinces of Maputo (Coordination), Cabo Delgado (Pemba, Mueda, Mocímboa da Praia, Macomia and Chiúre), and Nampula.

Your Mission
Under the supervision of the Cabo Delgado Project Manager, the Economic Inclusion Officer will be responsible for the implementation aspects of field activities, in coordination with the PM, HAS (Humanitarian Access and Security), and technicians.
Main Responsibilities
Responsibility 1: Ensure the implementation and supervision of field activities
In coordination with the financial inclusion project manager:
Identification and selection of beneficiaries;
Support market research to identify employment opportunities, professional needs, and business opportunities in the districts of Macomia;
Identify and map youth vocational training (artisans, small and medium-sized enterprises for vocational training and internships for youth in Macomia);
Identify and register referrals of youth with profiles suitable for vocational training sent by consortium members;
Organize training sessions for adolescents and youth in life skills, financial literacy, and professional ethics;
Establish contacts with youth caregivers to ensure good participation in training and professional internships in the communities of Macomia;
Monitor professional internships and ensure that all aspects related to the protection and safeguarding of adolescents and youth are being respected;
Support the inclusion technical officer in conducting accessibility audits and PSEA training for all project stakeholders at district level;
Participate in local coordination meetings;
Support the economic inclusion lead in identifying and contacting mentors/artisans for youth;
Communicate with company managers to ensure greater support for the professional integration program;
Support the implementation of community safety audits and the development of action plans with the CCPCs and adolescent committees;
Provide technical and material support to the district economic inclusion lead.
Responsibility 2: Support to Community Multi-Purpose Centers (CMUs):
Support youth in developing their job search skills;
Help youth search for, advertise, and apply to job vacancies published through different media channels;
Support youth in reviewing their CVs and preparing for interviews;
Support and help youth create and manage youth clubs in the areas of employability, community services, entrepreneurship, or other activities.
Responsibility 3: Activity Coordination:
Participate in planning meetings involving other consortium members at district level;
In coordination with other consortium officers and technicians, conduct follow-up visits to beneficiaries to ensure their active participation in activities;
Report any and all cases of abuse or GBV involving beneficiaries to consortium members according to the established structure.
Requirements
Bachelor's degree in Economics/Intermediate Marketing Technician, professional trainer, or other related fields
Experience:
Work experience in national and international NGOs, at least 2 years;
Experience working on vocational or professional training programs for adolescents and youth.
Technical and transferable skills:
At least 2 years of experience in economic inclusion, particularly in TVET;
Work experience in Cabo Delgado;
Experience in the field of protection / inclusion;
Experience in training and/or capacity building;
At least 1 experience in youth training;
Experience working with vulnerable populations and community engagement;
Experience in needs assessment (survey, rapid multi-sector assessment, etc.);
Experience in the field of inclusion of persons with disabilities is desirable.
Required skills:
Ability to work in close partnership with stakeholders;
Ability to work in a multidisciplinary team with associations and institutions;
Ability to plan and set priorities (time management);
Autonomy and organization;
Proficiency in basic functions: operating systems, Word, Excel, PowerPoint, Internet, Outlook;
Foresight, flexibility, and adaptability;
Sense of initiative and ability to present proposals;
Ability to convey a message and speak in public;
Very good command of spoken and written Portuguese;
Knowledge of one of the following languages—Makua, Makonde, or Mwani—is an advantage.
