As part of institutional improvement and the implementation of transformative Programs and Projects, CESC intends to recruit 1 (One) Livelihood and Agribusiness Officer for the LAGO project in the province of Niassa. Mission and Impact of the Role
The Livelihood and Agribusiness Officer's central mission will be to technically and operationally support the implementation of LAGO project activities. The focus is clear: promoting and strengthening sustainable livelihoods and agribusiness initiatives that are linked to the application of benefits arising from the exploitation of natural resources.
Its actions will be a pillar for increasing income, ensuring food security and building economic resilience in beneficiary communities. The project has a special focus on women, youth and vulnerable groups, ensuring that the principles of environmental protection, sustainable use of natural resources and social safeguards are integrated at every step. You won't just be a collaborator; will be an agent of change, aligned with the most rigorous standards, policies and procedures of CESC and its donors.
Responsibilities and Tasks: The Heart of Impact
Our new officer will assume a comprehensive set of responsibilities that are crucial to the success of the project. Each task is an opportunity to generate real value for the communities of Niassa.
1. Diagnosis, Planning and Strategy
- Support the carrying out of participatory diagnoses of local economic activities and value chains with potential for development in the project's intervention areas.
- Identify, together with communities, sustainable business opportunities linked to agriculture, livestock, agroforestry, forestry products, wildlife resources and activities associated with the extractive industry, when applicable.
- Develop strategies and plans to support livelihoods and agribusiness, strictly aligned with the project logical framework and community priorities.
- Support community business planning, including the development and review of streamlined business plans and community procurement initiatives.
2. Technical Assistance in Livelihoods
- Provide technical assistance to grassroots community organizations, producer groups, cooperatives, community funds and local economic initiatives.
- Closely monitor the implementation of community business plans, ensuring regular technical advice, quality control of inputs and equipment and rigorous reporting of progress.
- Coordinate with district services, local authorities and service providers to ensure adequate technical support for production and agribusiness initiatives.
- Ensure that all supported economic initiatives integrate good agricultural practices, sustainable management of natural resources and environmental and social safeguard measures.
3. Capacity Development and Community Organization
- Develop and implement training actions in small business management, agribusiness, financial literacy, associations, cooperativism and market access.
- Support the organization and strengthening of producer groups, cooperatives, community funds and other local economic initiatives, building capacity where it matters most.
- Promote the effective participation of women, young people and vulnerable groups in the economic activities supported by the project, ensuring equity and inclusion.
- Facilitate community learning processes, exchange of experiences and adoption of sustainable and environmentally responsible production practices.
4. Market Facilitation and Value Chains
- Map buyers, aggregators, input retailers, financial institutions, service providers and private sector actors relevant to the prioritized value chains.
- Facilitate strategic linkages between grassroots community organizations, markets, financial institutions, local authorities and implementing partners.
- Support the development of sustainable value chains, including those associated with forest products, agriculture, livestock, agroforestry and activities related to the extractive industry.
- Promote transparent, fair and long-term commercial relationships between community groups, buyers and other market participants.
5. Coordination and Institutional Representation
- Work in close coordination with the Project Manager, Community Development Officers, Gender, MEAL, implementing partners, government authorities and private sector actors.
- Technically represent the area of livelihoods and agribusiness in planning, coordination and monitoring meetings at local, district and provincial levels, when requested.
6. Monitoring, Documentation and Reporting
- Contribute to the definition, collection and monitoring of livelihood and agribusiness indicators, in conjunction with the Monitoring, Evaluation and Learning team.
- Collect, systematize and analyze data on economic results, progress of supported initiatives, challenges, good practices and lessons learned.
- Prepare periodic progress reports on livelihood and agribusiness activities and provide technical input to project reports.
- Document good practices, experiences and lessons learned for internal sharing, institutional learning and continuous improvement of community interventions.
Desired Professional Profile
To stand out in this role and generate the expected impact, the ideal candidate must meet the following profile:
Academic Qualifications
- Higher education in Agronomy, Agrarian Economics, Rural Development, Agribusiness, Agricultural Sciences or related areas.
Experience and Technical Knowledge
- Proven experience (minimum 5 years) in promoting livelihoods, rural development, agribusiness and implementing community economic initiatives.
- Solid experience in participatory diagnosis, development of value chains, market connection, preparation of simplified business plans and monitoring of community projects.
- Experience working with rural communities, associations, cooperatives, community funds, producer groups and community-based organizations.
- In-depth knowledge of sustainable agriculture, livestock farming, agroforestry, forest products, sustainable management of natural resources and environmental and social safeguards.
- Knowledge of the rural context of Niassa province constitutes a significant competitive advantage.
- Experience in integrating gender, youth and vulnerable groups into economic initiatives will be considered a great advantage.
- Good communication skills, community facilitation, reporting, planning and teamwork with public, private and community partners.
- Solid knowledge of computer tools, including MS Word, Excel, PowerPoint, Outlook and Teams.
- Fluency in Portuguese; working knowledge of local languages will be an advantage.
- Availability to travel regularly to intervention communities and districts.
