What the role involves

As a Procurement Advisor, you will be the hand technical and operational of the National Supply Manager. Your focus will be on planning, coordinating and controlling purchasing processes of high complexity, large volume, international nature or strategic sensitivity. This includes everything from vehicles and laboratory materials to reagents, vehicle rental, services, international tenders and IT equipment.

Day to day, you will:

• Identify and schedule critical purchases, maintaining a clear view of the pipeline, deadlines, risks and technical dependencies.

• Define purchasing strategies by category, ensuring alignment with the real needs of customers. requestors.

• Review Terms of Reference, technical specifications and evaluation criteria before launch, ensuring clarity, comparability and no unjustified restrictions.

• Conduct international tenders and high-volume processes, from proposal evaluation to preparation of the approval package.

• Monitor the daily execution of buyers, supporting practical training in proposal analysis, comparative matrices and management documentation.

• Check compliance with the Procurement Manual, SOPs, donor requirements and principles of transparency, competitiveness, segregation of duties and integrity.

• Coordinate with technical teams, Finance, Logistics, IT, Laboratory, Programs, Legality and Inventory.

• Prepare follow-up maps with delays, blockages, risks, estimated and awarded values, and upcoming steps.

What profile makes sense

We are looking for a professional with higher education in Management, Administration, Procurement, Logistics, Supply Chain, Finance, Engineering, Economics or a related field (creator of CVs). Additional training in procurement, contract management, supply chain, international trade or project management is an advantage. Minimum experience of 8 years in procurement, of which 5 in complex, international and high-volume processes. Experience in an NGO with projects financed by donors (preferably US Government) in the health sector is mandatory.

Solid knowledge of competitive processes, international tenders, technical and financial evaluation, market analysis, supplier management, contracts, guarantees, imports, commercial documentation, Incoterms, internal control, segregation of duties and compliance. Proficiency in Excel, Word, ERP and procurement tracking tools. High analytical skills, attention to detail, organization, clear communication, integrity, sense of urgency and work under pressure. Fluency in Portuguese and English.
