The Context of the Vacancy
Under the general supervision of the IOM Head of Mission (CoM) in Mozambique and direct supervision of the Head of the Emergency Response and Recovery Unit, the Program Coordinator (Grants Management) will be responsible for managing the Grants Management team, which supervises and coordinates partnerships with implementing organizations and the management of grants for the IOM mission in Mozambique.
The main focus will be the management of the Rapid Response and Localization Fund (RRF) program, ensuring the effective and coordinated implementation of specific grants and partner projects, in all sectors of the mission's operations. The role is based in Pemba, but requires regular travel around the country.
Main Responsibilities
Team Management: Lead the Grant Management team, ensuring ongoing training in all aspects of the grant cycle and the integrity of the unit's activities.
Grant Cycle: Coordinate the development and implementation of the full cycle — from identifying opportunities to selection, allocation, reporting and closure — with a focus on the RRF program, ensuring compliance with donor requirements and IOM regulations.
Monitoring and compliance: Oversee robust monitoring of funded activities, ensuring projects meet deadlines, budgets and technical standards, and taking corrective action when necessary.
Capacity building: Coordinate capacity building initiatives for local partners, identifying gaps and promoting training in project management and reporting.
Institutional relationships: Establish and maintain effective working relationships with government entities, donors, UN agencies, NGOs and other stakeholders, participating in forums such as the Humanitarian Country Team Location Task Force.
Risk management: Ensure the incorporation of management measures risk management, due diligence and high standards of accountability and transparency throughout the project cycle.
Cross-cutting themes: Integrate gender, protection from sexual exploitation and abuse (PSEA), accountability to affected populations (AAP) and environmental considerations in grant activities.
Required Qualifications and Experience
Training Academic
Master's degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field, with 5 years of relevant professional experience; or
Degree in the same areas, with 7 years of relevant professional experience.
Universities accredited according to UNESCO World Higher Education Database.
Professional Experience
Proven experience working with implementing partners, grant recipients or third-party organizations in implementing activities;
Experience in grant programming and strengthening civil society;
Experience in developing, managing and delivering capacity building activities;
Experience in building partnerships and coordinating with donor staff, clusters and sector leaders;
Experience in managing teams, preferably in crisis contexts complex;
Experience in the broader humanitarian ecosystem and coordination of emergency response activities.
Technical Skills
In-depth knowledge of the grants/partnership cycle and IOM internal procedures and controls for implementing partners;
Ability to establish and maintain effective relationships with partners and parties stakeholders;
Familiarity with the main crisis response sectors (CCCM, Shelter/NFI, WASH, Health, DRR, etc.) and their core activities;
Familiarity with information management or grant management systems;
Strong writing, coordination and report.
Languages
Fluency in English (oral and written) is mandatory;
Knowledge of Portuguese is an advantage;
Language proficiency will be assessed during the selection process.
