CESC – Center for Learning and Capacity Building of Civil Society intends to contract Strategic Communication Services, Institutional Positioning and Civic Influence for Social Transformation (Request for Proposal – RFP_PRC_2026-PEC-009).

1. Introduction

The Center for Learning and Capacity Building of Civil Society (CESC) is a Mozambican civil society organization that works to strengthen civic participation, accountability, and inclusive governance.

Operating in various programs with national and international partners, CESC is dedicated to empowering citizens, monitoring policies, and advocating for causes to promote more equitable and inclusive development outcomes.

In an increasingly complex development and funding environment, communication has become a strategic lever for influence, legitimacy, and transformation.

CESC seeks to elevate its communication function to a level where it:

  • Strengthens institutional positioning and credibility;

  • Increases visibility of community-driven changes;

  • Converts concrete data into political influence and public narratives;

  • Expands civic space and civic mobilization;

  • Improves resource mobilization and strategic partnerships.

2. Strategic Message

CESC is looking for a top-tier team or agency to help reposition its institutional communication as a driver of civic power, political influence, and systemic social change. This is not a conventional communication mission. It is an opportunity to shape how evidence turns into influence, how communities become visible political actors, and how the institutional voice translates into policy and resource mobilization in a complex development context.

3. Objective

Design and implement a high-impact strategic communication system that strengthens CESC's institutional positioning, influence, and visibility, in full alignment with its 2025–2030 Strategic Plan.

4. Scope of Work

The selected team or agency will be responsible for:

  • Conducting a strategic communication and positioning diagnosis;

  • Designing a comprehensive communication and influence strategy;

  • Developing and implementing an innovative multichannel communication plan;

  • Leading the production of high-quality content (narrative, audiovisual, digital, and advocacy/awareness materials);

  • Strengthening media relations and digital engagement;

  • Supporting awareness campaigns, political influence, and resource mobilization;

  • Establishing reputation management, risk communication, and perception monitoring systems;

  • Strengthening the internal and partner capacities of CESC in strategic communication.

5. Execution Period

This will be a routine service, not a one-off, so there is no exact deadline.

6. Place of Execution

The place of execution will be in Maputo or remotely.

7. Expected Results

a) A coherent, modern, and influence-oriented communication strategy;
b) Greater visibility of CESC's institutional impact and partner communities;
c) Stronger positioning of CESC as a reference actor within and outside Mozambique in civic engagement and governance;
d) Increased capacity to influence public policies and development agendas;
e) Improved resource mobilization capacity and strategic partnerships;

8. Consultant/Team Profile

CESC is looking for a communication team or agency with:

  • 10 to 15 or more years of experience in strategic communication, advocacy, and/or communication for development;

  • Proven track record of working with civil society organizations, international organizations, or donor-funded programs;

  • Demonstrated ability to design and implement influence-oriented communication strategies;

  • Solid experience in digital communication, storytelling, media relations, and reputation management;

  • Excellent command of English and Portuguese.

Highly desirable experiences include:

  • International experience in comparable governance or development contexts;

  • Experience in Africa and/or complex multi-stakeholder environments

9. Proposal Evaluation Criteria:

  • Team profile, experience, and qualifications (30%);

  • Compliance of the proposal with the scope and objectives of the TOR (10%);

  • Methodology, approach, and creativity of the proposed technique (20%);

  • Previous references (10%).

Financial Proposal to consider: 30%

  • Compliance of the detailed budget;

  • Cost-benefit coherence;

  • Detailed justification for each budgeted item;

  • Clarity and consistency in the financial proposal;

  • Alignment with the technical proposal.

10. Submission Documents:

10.1 Technical Proposal

  • Understanding of the work;

  • Experience and qualifications of the provider;

  • Methodology and proposed technical approach;

  • Execution timeline and feasibility;

  • Suitability of suggested tools and methods;

  • 3 references;

  • Eligibility documentation (mandatory in proposal submission):

    • For Companies and Sole Proprietorships: (Team CVs; Commercial Registration Certificate valid for 3 months; Complete Official Gazette; License; Tax Authority document proving Tax Regime; Business Start Declaration; NUIT, and ID of the company representative and document that clearly attests to this capacity (e.g., the BR itself; Power of Attorney; AG Minutes; etc).

    • For individual/sole consultants: (CVs, ID, NUIT),

10.2 The financial proposal must detail:

  • Cost-benefit coherence;

  • Detailed justification for each budgeted item;

  • Clarity and consistency;

  • Alignment with the technical proposal;

  • Minimum validity of 60 days.
