Main Responsibilities and Lines of Action

The M&E Specialist will assume full responsibility for the integrity, analysis and reporting of project data, divided into the following core functions:

• M&E Framework Architecture: Design and implement a comprehensive management framework management of Digital Data: Coordinate and supervise field data collection flows in all intervention provinces, using specialized mobile and digital platforms such as KoboToolbox, ODK or DHIS2.

• Impact and Learning Analysis: Lead the design and execution of the program impact evaluation, crossing expected results with those achieved to measure the real effectiveness of trainings.

• Monthly Technical Report: Compile and issue consolidated monthly progress reports, presenting data on the volume of trainings, participants reached, learning curves and operational challenges recorded.

• Translation of Evidence into Recommendations: Translate complex statistical findings into practical recommendations for adjustments to program delivery and accountability to the donor.

• Internal Training: Strengthen the monitoring and evaluation skills of project team members and, when applicable, government technical counterparts.

Candidate Profile and Required Requirements

Academic Qualifications and Technological Knowledge:

• Education: Mandatory degree (Master's degree considered a strong advantage) in Statistics, Economics, Public Health, Project Management or directly related areas.

• Digital Ecosystem: Proven proficiency in parameterization and use of mobile data collection tools (KoboToolbox, ODK, DHIS2) and quantitative analysis software or qualitative.

• Languages: Absolute fluency in Portuguese (mandatory requirement) and strong recommendation of proficiency in English (written and spoken) for interaction with international platforms.

Mandatory Practical Experience:

• Minimum of 8 to 10 years of consolidated professional experience in the design and implementation of M&E systems, with a track record in managing gender indicators and social protection.

• Real experience in conducting impact assessments within the scope of education, gender equality or social protection programs.

• Demonstratable track record of preparing and delivering technical monitoring reports for international donors and multilateral agencies.

Condition of Competition:

• Effective hiring for this position for an indefinite period is contingent on approval and final release of consultancy budget funds by the World Bank.
