What the role involves

As a Construction Officer, you will be responsible for managing small infrastructure projects, from planning to construction final delivery. You will lead the construction and rehabilitation teams at construction sites, controlling budgets in accordance with approved contracts with contractors and artisans. Coordinating with the Procurement team to ensure the timely purchase of materials of the quality specified by donors is one of its key tasks.

Key Responsibilities

  • Supervise and manage contractors/craftsmen to ensure timely implementation of program activities.

  • Ensure compliance with all contractual requirements and construction best practice standards, Plan International and donors.

  • Ensure quality control (QA/QC) of all constructions, using external experts or consultants when necessary and within budget.

  • Prepare timely and accurate reports on the progress of works.

Your direct involvement in school and health infrastructure will help create safe and inclusive environments for children and vulnerable communities in Cabo Delgado, a region facing significant humanitarian challenges.

What profile makes sense

We are looking for a professional with higher education in Civil Engineering, Architecture or Urban Planning and at least 5 to 10 years of experience in supervising infrastructure projects, preferably school or health. Demonstrated experience in emergency shelter delivery and knowledge of SPHERE minimum standards for shelters is mandatory (preferred). It is also essential to know how to draw or review architectural plans (knowledge of AutoCad) and have experience in QA/QC, including materials testing.
