What the role involves
As an Officer of Construction, you will be responsible for managing small infrastructure projects, ensuring that each work meets the highest quality standards and defined deadlines. You will act as a bridge between the construction team, suppliers and contractors, ensuring that all materials and services are in accordance with donor and Plan International specifications.
Construction management: Supervise construction and rehabilitation teams at intervention sites, coordinating schedules and ensuring execution within budget.
Budget control: Manage budget lines according to contracts approved with contractors and artisans, ensuring transparency and efficiency.
Quality assurance: Implement Quality Assurance and Quality Control (QA/QC) procedures, using specialists or external consultants whenever necessary, without exceeding the budget.
Logistics coordination: Work closely with the Procurement team to ensure the timely acquisition of quality materials required.
Reporting and compliance: Prepare periodic reports and ensure compliance with all contractual clauses, as well as Plan International and donor guidelines.

This project, funded by AFD (French Development Agency), focuses on the integration of education and protection in crisis contexts. The infrastructure you will oversee — schools, health centers and emergency shelters — are the foundation for vulnerable children and communities to access essential services. Each completed work represents a step towards reducing inequalities and promoting girls’ rights. Your experience in emergency shelter delivery and knowledge of SPHERE standards will be essential to guarantee quick and effective responses.
What profile makes sense
We are looking for a professional with higher education in Civil Engineering, Architecture or Urban Planning, and with 5 to 10 years of proven experience in supervising infrastructure projects, preferably school or health. Experience in drawing or reviewing plans (AutoCAD) and QA/QC, including materials testing, is essential. Knowledge of SPHERE shelter standards is an advantage. We value the ability to lead teams, manage multiple contracts and communicate clearly with different stakeholders.
