A health information systems policy specifies “the principles to be used to guide the decision-making of SIS stakeholders and to help achieve the outcomes of an SIS outlined above.
A policy SIS can ensure the smooth functioning of the SIS, with reliable data for decision-making, which is necessary for formulating public health policies and planning health programs. Furthermore, an SIS-centered policy is important to guide all actors in the health sector who interact with health information to ensure:
The protection of individual rights to privacy
That high-quality data is collected, analyzed, disseminated and ultimately used to guide the development of health information. decision-making at all levels of the health system.
The Ministry of Health of Mozambique, through the Department of Health Information, is in the process of consolidating the National Health Information Systems Policy (SIS). a consultancy aims to ensure the finalization of the document with technical-legal rigor, institutional compliance, guaranteeing its applicability and sustainability.
Justification for Review / Re-elaboration
Considering the importance of a policy in defining the principles of the SIS and guiding any health information strategy, it is essential that the document is:
Comprehensive, clear, concise and without ambiguities;
Realistically applicable and implementable;
Aligned with new national policies related to governance, management, digitalization and use of data;
Flexible enough to allow strategic and procedural adjustments, without losing the normative character.
Given that the SIS Policy will be legislated and applied within the national legal framework, it must be at a sufficiently high level to establish clear principles and guidelines, ensuring coherence with current legislation and international treaties to which Mozambique is a signatory.
General Objective
Review, harmonize and finalize the Health Information Systems Policy, ensuring its technical, legal and strategic coherence, in order to guide the digital transformation and integrated management of health information in the country.
3.1. Specific objectives
Review the language and structure of the document to conform to the legal model and language
Identification of ambiguities (lack of clarity), internal contradictions, duplications and inconsistencies.
Harmonize the document with national and international normative instruments (laws, regulations and strategies sectors).
Produce the final version of the SIS Policy, ready for submission and institutional approval.
Scope of work
Documentary review, preparation of the preliminary list of documents to be consulted and work plan.
Review, in coordination with the Department of Health Information (DIS/MISAU), of the language of the document to comply with legal language and correction of ambiguities or internal contradictions
Confrontation of the SIS policy with all national (and relevant international) laws, policies and regulations related to data and information systems, identification and documentation of contradictions and inconsistencies. May also include technical consultations
Discussion of findings with the DPC-DIS and preparation of the first revised version with all changes noted in. “track-changes”.
Facilitate a technical meeting for discussion and consensus with key stakeholders in the process on the proposed changes,
Delivery of the final version, list and file of documents consulted.
The consultancy will last a total of 8 weeks.
REQUIREMENTS
5.1. Educational Qualifications
Higher education in Law (Legal training) is mandatory for this consultancy
5.2 Experience
Essential:
Higher education in Law (Legal training) is mandatory for this consultancy
Proven experience in law (minimum of 3 years practicing law)
Fluency in Portuguese (mandatory) and English (desirable).
Desirable:
Proven experience in developing/revising legislation and/or policies published in the Bulletin of the Republic of Mozambique will be an advantage
Additional training in Public Health, Health Information Systems, Health Sciences Information, related areas will be an advantage.
Solid knowledge of the context of the National Health System of Mozambique will be an advantage.
