Norwegian Popular Aid (APN) in Mozambique, an independent organization based on member affiliation, headquartered in Norway and with a consolidated presence in more than 30 countries, announced the opening of the selection process for hiring a Finance Officer. Aligned with its global purpose of improving the living conditions of populations and promoting a democratic, fair and safe society, the organization is looking for a qualified professional to join its structure in the city of Pemba, province of Cabo Delgado. The hiring will be done under the renewable 1-year contract regime.

Main Functions and Responsibilities

The Finance Officer will play a central role in budgetary control and transparency of the program, assuming the following responsibilities:

• Management and Control: Ensure strict accounting and financial management of all projects being executed under the responsibility of the base Pemba.

• Financial Reports: Prepare, consolidate and present periodic financial reports (monthly, quarterly and annually) to management and donors.

• Partner Compliance: Closely support local implementing partners in developing compliance and internal control mechanisms.

• Fiscal and Audit Obligations: Ensure strict compliance with all tax obligations in force in Mozambique and provide complete technical support during the audit processes.

• Reconciliations and Costs: Directly supervise the execution of bank reconciliations and carry out analytical control of operational costs.

• Team Training: Provide continuous training to the internal team in good financial practices and the correct use of software accounting.

• Budgets: Support in the preparation of budgets and carry out detailed analysis of budget variations.

• Document Organization: Ensure that all financial support documentation is properly organized, filed and secure.

Candidate Profile and Requirements Required

• Formal Education: Complete degree in Accounting, Finance or Management.

• Professional Experience: Minimum history of 3 to 5 years of practical experience in accounting and financial functions, demonstrating a strong preference if this work has been carried out in the context of Non-Governmental Organizations (NGOs).

• Technical Skills: Advanced Excel skills and operational proficiency in handling integrated accounting software.

• Legal Knowledge: Solid command of Mozambican tax rules and familiarity with the guidelines and reporting requirements of international donors.
