About IOM and the Job Context

IOM promotes humane and orderly migration, saving lives, protecting people on the move and facilitating regular migration pathways. Within the scope of the humanitarian response in Cabo Delgado, the CCCM (Camp Coordination and Management) program is vital to guarantee decent conditions in reception locations.

Under the supervision of the Emergency Response and Recovery Coordinator and the CCCM Program Manager, the National Program Officer will work in camps, host communities and return areas, supporting daily operations, implementing partners and field teams.

Responsibilities Key

Field Coordination

  • Support CCCM teams in monitoring service delivery in sectors such as health, water and sanitation, education and protection, identifying gaps and concerns of communities.

  • Collaborate in the supervision and rotation of field teams to ensure continuous and effective coverage.

  • Participate in IOM coordination meetings and contribute to planning and sharing information.

  • Ensure operational readiness by monitoring equipment, supplies and logistical support, and reporting needs to management.

  • Maintain regular communication with teams and quickly escalate operational, safety, security or programmatic issues.

  • Support the integration, training and capacity building of new employees and partners, promoting CCCM standards and procedures.

Support Program Technician

  • Provide technical assistance in activities such as community engagement, disaster risk reduction, early warning systems, evacuation plans and camp management.

  • Prepare reports, analyzes and informative notes on activities, highlighting achievements, challenges and recommendations.

  • Maintain coordination with government counterparts (INGD, SDPI, provincial and district authorities) and partners humanitarian efforts.

  • Monitor coverage and operational presence to ensure adequate support to target locations.

  • Contribute to the development of tools, guides, standard operating procedures and methodologies that enhance program implementation.

  • Organize and deliver trainings, workshops and simulations for counterparts, communities and IOM staff.

  • Support the creation of community governance structures inclusive and representative, promoting the participation of women, young people, the elderly, people with disabilities and other vulnerable groups.

  • Promote compliance with humanitarian principles, responsibility towards affected populations, protection against sexual exploitation and abuse and the IOM Code of Conduct.

Reporting and Information Management

  • Monitor and report on CCCM activities implemented by teams and partners, ensuring alignment with program objectives and donor requirements.

  • Support the collection, verification, analysis and quality assurance of data required for reporting to the CCCM Cluster, donors and internal monitoring and evaluation processes.

  • Contribute to information sharing and coordination with the CCCM Cluster and other relevant mechanisms.

Administrative and Operational Support

  • Coordinate field missions and personnel movements, in compliance with IOM security, administrative and operational standards.

  • Work with the program support team to maintain organized files, records and documentation.

  • Support the monitoring of purchased goods and services, as well as the tracking of program assets, equipment and stocks.

  • Perform other duties assigned by the CCCM Program Manager.

Qualifications and Experience

Training

  • Degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related areas, with two years of relevant professional experience; or

  • Master's degree in the areas mentioned above.

Professional Experience

  • Proven experience in working with government authorities, national/international institutions, UN agencies and NGOs.

  • Previous work with migrants, refugees, internally displaced people, victims of trafficking and other vulnerable groups.

  • Experience in international humanitarian organizations or government institutions in a multicultural context is an advantage.

Core Skills

  • Ability to establish priorities and carry out tasks with minimal supervision.

  • Proven ability to interact effectively with government officials and local authorities.

  • Good writing and oral and written communication skills in English and Portuguese.

  • Knowledge of the social protection system and assistance mechanisms to victims (advantageous).

  • Ability to work independently, under pressure, with frequent travel and availability for weekends and overtime.

  • Good computer literacy.

Languages

Fluency in English (oral and written) is mandatory. Mastery of other languages ​​will be assessed during the selection process, which may include written and/or oral tests.
