What the role involves
As a National WASH Officer, you will be under the supervision of the Head of Mission and WASH Program Manager, focusing on implementing and monitoring water, sanitation and hygiene projects in the provinces of Cabo Delgado, Nampula and Niassa, and other regions as needed. Your responsibilities include:
Prepare and review technical specifications, specifications of specifications (BoQ) and WASH infrastructure designs, ensuring compliance with national and international standards.
Ensure that projects meet deadlines, quality and budget, timely communicating deviations or change requests.
Manage WASH supply inventory and asset movement, in close collaboration with warehouse, field and supplier teams.
Support the preparation of MoUs/contracts with service providers and implementing partners.
Work with IOM administrative units to facilitate contract management, closure and final payments.
Guide and monitor activities of partners and providers to ensure quality standards.
Plan, implement and monitor procurement, ensuring efficient use of resources for the benefit of target populations.
Coordinate with the WASH Cluster, other agencies, government authorities and stakeholders to avoid duplication of efforts and ensure regulatory compliance.
Obtain necessary operational approvals and authorizations from local authorities.
Assist in mobilizing resources by identifying financing opportunities and supporting the budgeting.
Coordinate WASH team field visits on logistical and administrative aspects.
Integrate cross-cutting issues such as Gender-Based Violence (GBV), Accountability to Affected Populations (AAP) and environment into WASH programming.
Participate in other activities as requested by management and represent the WASH unit.

By working with local government, partners and the humanitarian cluster, you will contribute to a coordinated and effective response in northern Mozambique.
What profile makes sense
Training
Degree or higher in Civil, Sanitary, Water Engineering or related field, with at least two years of relevant professional experience in a reputable organization in Mozambique.
Experience
Experience in design projects (sanitation and water supply) and consultancy will be an advantage.
Experience in monitoring and supervising WASH projects (or CCCM/Health activities).
Flexibility to work in the field (supervision of contractors) and in the field office (preparation of budgets, BoQ, specifications, schedules and tender documents).
Proficiency in MS Office (Word, Excel, Project).
Experience in designing and implementing WASH infrastructures, including contract management.
Proficiency in AutoCAD and other computer-aided design (CAD) tools, as well as topographic instruments (level, total station).
Knowledge of GPS devices and GIS software (ArcGIS, QGIS) is desirable.
Knowledge of Mozambican construction standards and water and sanitation regulations at national and district level.
Skills
Knowledge of the local context in the target areas (northern Mozambique).
Excellent monitoring and evaluation, management and organizational skills.
Knowledge of financial rules and regulations in the Mozambican context.
Languages
Fluency in English and Portuguese (oral and written) is mandatory. Knowledge of languages from northern Mozambique is an asset. Proficiency will be assessed during the selection process.
