Program Coordinator (Grant Management) – IOM Mozambique

What the role involves

Under the supervision of the Head of Mission and the Head of the Response Unit Emergencies and Recovery, the Coordinator will lead the Grant Management team, with a main focus on the Rapid Response and Localization Fund (RRF) program. Grant cycle management is central: from opportunity identification, selection, allocation, monitoring, reporting to closure. You will be responsible for ensuring compliance with donor requirements, IOM regulations and quality standards.

The role is based in Pemba but requires frequent travel around the country. The Grants Management team ensures the effective implementation of projects with implementing partners, promoting capacity building and localization of humanitarian aid.

Main responsibilities

  • Manage the team and the work of the unit, ensuring continuous training and process integrity.

  • Coordinate the grant cycle, with an emphasis on RRF, ensuring compliance with deadlines, budget and standards technical experts.

  • Lead the monitoring of activities, both internal grants and sub-grants, and take corrective measures when necessary.

  • Maintain an updated information management system, with organized proposals, agreements, budgets and reports.

  • Design and implement capacity building initiatives for local partners, identifying gaps and promoting training in project management and reports.

  • Establish and strengthen relationships with governments, donors, UN agencies, NGOs and other actors, participating in forums such as the Humanitarian Country Team Location Working Group.

  • Ensure integration of cross-cutting themes: gender, Protection from Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP) and considerations environmental issues.

  • Conduct field visits to monitor and evaluate funded activities, supporting partners in resolving issues.

  • Ensure risk management, due diligence and legal compliance with legal and procurement units.

Ideal candidate profile

We are looking for a professional with a master's degree in Political, Social Sciences, Business Administration, International Relations, Law or related areas, with 5 years of relevant experience (or 7-year degree). It is essential to have experience in grant management, partnerships with implementers and strengthening civil society. The ability to coordinate with donors, clusters, and crisis response sectors (CCCM, Shelter/NFI, WASH, Health, DRR) is valued.

Key skills include: in-depth knowledge of the grant cycle, information management systems, stakeholder relationships, and strong writing and coordination skills. Experience in team management in complex crisis contexts is an advantage.
