Plan International, an independent development and humanitarian aid organization that has been promoting children's rights and equality for girls in more than 80 countries for over 85 years, is recruiting a Project Manager to lead an AFD-funded transformative initiative in Nampula province, Mozambique. What the role involves

As a Project Manager, you will be responsible for leading, coordinating and ensuring the successful implementation of the Gender Violence Education project. This includes overseeing all components, from planning and implementation to monitoring and reporting, ensuring delivery on time, on budget and in compliance with Plan International standards, AFD donor requirements and international best practices in education, protection and gender equality.

Among your key responsibilities are:

  • Lead the development and implementation of the Detailed Implementation Plan, annual, quarterly work plans and monthly at field level.

  • Translate the approved proposal, logical framework, budget and donor commitments into clear operational plans for Plan and consortium partners.

  • Ensure coherent implementation across all areas: Education, Water, Sanitation and Hygiene (WASH), youth livelihoods, social cohesion, protection, gender equality, inclusion of people with disabilities and governance

  • Lead regular project review meetings to assess progress, identify bottlenecks and agree corrective actions.

  • Ensure all project activities are conflict-sensitive, gender transformative, inclusive and accountable.

  • Ensure strong field presence and practical solutions in Mecufi and Memba, with attention to access restrictions, coordination with government, security, partner performance and community acceptance.

  • Identify and operationalize synergies between the EU stabilization project and the REACH project (funded by ECHO), contributing to a coherent response in northern Mozambique.

  • Lead effective coordination between Plan International Mozambique, Plan International Finland, Helvetas, MUVA, OMD and other stakeholders.

  • Integrate protection, mitigation gender-based violence risk assessment, safeguarding, referrals and safe reporting mechanisms across all activities.

  • Work with Monitoring, Evaluation, Results and Learning (MERL) teams to use evidence and community feedback in tailoring implementation.

  • Act as project budget officer or focal point for budget management as defined by Plan International's delegation of authority Mozambique.

This project works in the areas of education, protection, WASH, livelihoods and local governance, with a focus on vulnerable communities in Mecufi and Memba. Their work will directly contribute to the long-term recovery of education, WASH functionality, social cohesion and livelihood support, integrating humanitarian response with stabilization and development. The role requires a strong presence in the field and the ability to solve practical problems in a complex context.

What profile makes sense

We are looking for professionals with:

  • Education: Master's degree in International Development, Project Management, Education, Social Sciences, Public Administration, Economics, Engineering, Humanitarian Action, Development Studies or relevant area. Bachelor's degree with substantial experience will also be considered.

  • Experience: At least 7 years of progressively responsible experience in managing complex development, humanitarian aid or stabilization programs, of which at least 3 years in a senior project management role (budget management, team supervision, partner coordination and reporting for donors).

  • Specific knowledge: Proven experience in managing EU-funded projects (preferably DG INTPA, EUD or entities similar) and solid knowledge of EU standards, reporting, procurement, visibility, cost eligibility and audit preparation.

This position is for Nampula, on a full-time basis, and reports to the Head of Programs. The salary level is 16 (annual range of 2,628,549.6 MT to 2,957,118.36 MT gross), subject to project approval. The deadline is June 30, 2026.
