AKF is looking to recruit a Project Manager. The Project Manager will be responsible for the overall leadership, coordination and implementation of the project, ensuring high quality execution, compliance with donor requirements, effective management of the consortium and the achievement of results in a complex and multisectoral environment. project with the objectives of digital transformation, citizen participation and democratic strengthening;

  • Promote inclusive, participatory and gender-sensitive approaches, youth and vulnerable groups in the design and implementation of activities;

  • Identify strategic, political, technological and operational risks, ensuring appropriate mitigation measures.

Technical and Programmatic Supervision

  • Supervise the technical implementation of activities related to digital literacy, digital civic participation and technological and civic innovation of public interest;

  • Ensure digital accessibility for women, young people, people with disabilities and rural or marginalized communities;

  • Support civil society organizations in developing digital skills (including digital security, combating disinformation and ethical use of technology) and adopting digital tools for mobilization, social monitoring and engagement of their members up to the level community;

Consortium and Stakeholder Coordination

  • Coordinate effectively with consortium partners, ensuring clarity of roles, accountability and collaboration;

  • Lead the relationship and coordination with government authorities at all levels;

  • Act as the main focal point for communication and coordination with the donor, including missions and other institutional interactions.

Planning, Financial and Risk Management

  • Supervise annual work planning, budget preparation, financial forecasts and monitoring of budget execution, ensuring that activities are aligned with project objectives and AKF standards;

  • Ensure compliance with institutional policies, safeguards, ethics and protection of data.

Team Leadership and Capacity Development

  • Act as a mentor to the team by ensuring an environment that motivates team members and horizontal learning, including team of consortium partners;

  • Promote a collaborative, inclusive and results-oriented work culture;

  • Ensure team capacity development and staff well-being in an environment of demanding work.

Monitoring, Reporting and Learning

  • Oversee MEAL systems to support evidence-based decision making and learning, including developing and implementing monitoring and evaluation plans and conducting regular field monitoring visits;

  • Ensure transparency, accountability and compliance with funder requirements and institutional standards Promote documentation of lessons learned and goodwill practices.

Required Qualifications and Experience

  • Advanced degree in Development or International Relations, Development Studies, Public Administration, Social Sciences with strong components in Information and Communication Technologies and Information Systems, or other related areas obtained from a recognized university.

  • Minimum of 7 years of experience in managing large-scale projects, preferably in the area of digital transformation and democratic governance, financed by donors and multisectoral in nature.

  • Strong proven experience in technical supervision of digital platforms and solutions.

  • Proven skills in strategic planning, MEL (Monitoring, Evaluation & Learning) and results-based management.

  • Familiarity with working with citizen participation, e-governance and digital inclusion is an advantage.

  • Strong experience in financial management and compliance with donor requirements.

  • Excellent leadership, coordination and negotiation skills.

  • Fluency in Portuguese and English highly desirable.
