WASH Program Development Manager – NRC Mozambique

What the role involves
As WASH Program Development Manager (PDM), you will be responsible for developing and providing strategic direction to the WASH program in the country office, ensuring technical quality and alignment with the NRC's global priorities. You will lead the WASH core competency (CC) strategy, oversee proposals and budgets, and ensure synergies with the Shelter, Energy, Education and ICLA sectors. Additionally, will represent the NRC in humanitarian forums and with donors and national authorities.
General Responsibilities
Lead the development of the CC WASH strategy, technical guidance documents, Theory of Change and Macro LFAs
Ensure compliance with NRC policies, guidelines and procedures
Contribute to fundraising, develop and review proposals, budgets and reporting to donors
Identify trends in technical standards and donor priorities
Track compliance with contractual commitments within the CC, ensuring high technical quality and synergies in project implementation
Provide technical direction and project implementation support to partners
Ensure that key learnings from CC implementation are extracted and incorporated into the CC and project development processes team
Provide systematic training and capacity building of WASH and Shelter staff
Represent the NRC in relevant forums/clusters, including national authorities and donors
Promote the rights of displaced/returned populations, in line with advocacy strategy
Specific Responsibilities
Responsible for development technical and quality of the WASH CC program in the country, promoting and operationalizing synergies between WASH, Shelter & Settlements, Energy and other NRC programs, towards integrated programming (including Education and ICLA)
Develop WASH strategies, technical guidance and Macro LFAs aligned with regional and global strategies and priorities
Lead the development of WASH proposals, budgets, modifications, project reviews and reports, ensuring high technical quality
Conduct needs assessments (in collaboration with Program, Protection and MEL teams) and support programmatic MEL and indicator tracking
Facilitate collaboration between relevant agencies, implementing partners (including local civil society) and local authorities; represent the NRC to donors, ministries and in humanitarian coordination meetings
Support recruitment processes for WASH positions grade 7 or higher
Responsible for organizational learning from program implementation, sharing of good practices and capacity building. Lead the implementation of Minimum Standards for Safe and Inclusive Programming across all programs
Incorporate exit strategies into WASH interventions and undertake training of local/permanent staff to ensure knowledge transfer and sustainability
The profile we are looking for
Generic Professional Skills
Minimum 5 years programming experience WASH (as Specialist, Program Leader, PDM or Project Manager) in humanitarian/recovery contexts
Masters in Water Engineering or closely related field
Experience in complex and volatile contexts
Experience in working strategically with local authorities and public services
Experience in initiating and scaling up ambitious WASH programs
Experience in designing WASH interventions for housing and public infrastructure
Fluency in written and spoken English and Portuguese
Desirable: experience in developing WASH strategies as part of an approach area-based multi-CC
Contextual/Specific Knowledge and Experience
Good knowledge of the context of Mozambique
Experience in building local partnerships and capacity building
Technical knowledge and experience in the process of community engagement in a humanitarian context
