Action Against Hunger is a humanitarian organization recognized as a public utility and founded in 1979. The organization operates in more than 50 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, and mental health and care practices. As part of our programs, we are currently looking for: Water, Sanitation and Hygiene (WASH) and Infrastructure Supervisor.

Contract Duration: 6 months

Location: Mueda

Availability: Immediate

Special conditions: Position open to candidates from Cabo Delgado and Nampula provinces, with preference for residents of Mueda

Remuneration: 82,215.00 Mtn (Monthly Gross Salary) and 13th Month paid in December (pro-rata depending on start date)

Benefits: Health insurance including partner and children (upon providing certificates); 2 days of paid leave per month

Specific Objectives (Non-Exhaustive)

The WASH – Infrastructure Supervisor will be responsible for the overall supervision of the implementation of WASH infrastructure activities and the equipment component of the program in response to populations affected by conflict, displacement, emergencies, and other humanitarian crises in Cabo Delgado, ensuring efficiency, quality, relevance, and compliance with the mandate, technical criteria, environmental regulations, ACF internal policies, and donor requirements.

The position holder will be based in Mueda and will be responsible for coordinating and monitoring field activities, ensuring the correct technical execution of WASH works, including water supply systems, boreholes, infrastructure rehabilitation, sanitation, drainage, irrigation, and other related activities.

The supervisor will support the preparation of weekly and monthly technical reports, contributing to project progress monitoring and operational decision-making.

With the support of their manager, they should identify the training needs of the teams under their supervision and ensure continuous training to guarantee the implementation of activities with high quality standards.

Mission 1: Supervise the WASH component during the project cycle phases (identification, design, implementation and monitoring, reporting and evaluation)

a) Actively participates in the identification and formulation/reformulation of program activities related to water and sanitation and, in accordance with confidentiality and data protection principles, collects information to design the response.

b) Supervises contractors and their main supervisor (through officers, if any) using the necessary checklists for supervision. Ensures documentation of all execution phases of a work and the project in general, in close coordination with the SDPI at the district level.

c) Technical training of committees in the water and sanitation sector, taking into account the particularities and needs of the area and the cross-cutting approaches of gender, ethnicity, age, environment, protection, rights, and the 'Do No Harm' principles.

d) Report promptly to your supervisor, proposing solutions for any difficulties encountered, and document all project actions according to the required verification methods.

e) Prepare technical reports on the progress of activities under your responsibility.

f) Immediately inform the hierarchical and/or functional manager of any situation that prevents or may hinder the smooth development of work, so that corrective measures and necessary decisions can be taken in a timely and joint manner.

g) Collect and document information relevant to the project with the support of your hierarchical and functional managers.

Mission 2: Communication and reporting

a) Prepare regular technical and statistical reports on the progress of activities;

b) Ensure timely submission of APR Narrative Reports and inform the authorities;

c) Collect, analyze, and archive data and means of verification (photographs, lists, reports, etc.);

d) Document meetings with contractors (with signatures as proof);

e) Communicate challenges to the manager and propose technical solutions in a timely manner;

Mission 3: Logistical and administrative management of water, sanitation, and hygiene activities under your responsibility

a) Monitor indicators, procurement plan, activities, schedule, and participate in planning.

b) Prepare bills of quantities (BoQs) for orders in advance, in accordance with the mission's logistical, administrative, and financial regulations, with the support of your hierarchical and functional managers.

c) Support the identification of suppliers, hiring of qualified labor, and preparation of necessary technical documentation.

d) File all means of verification and information (physical and electronic) of the different activities carried out in the project.

e) Plan, together with the project's technical team, the weekly execution of activities in coordination with other technical and support departments.

f) Send the information (physical and electronic) one week before the end of the WASH part of the project to your manager.

Mission 4: Coordination with other relevant actors

a) Establish (whenever delegated and in the field) the network of contacts and coordination with external actors (local authorities, other NGOs, volunteers, subcontractors...).

Mission 5: Needs assessment and project formulation

a) Identify, assess, and document the WASH needs among populations affected by the crisis in your area of intervention.

Mission 6: Supervise and manage the team of officers

a) Team management (leadership, monitoring, motivation, activity planning, team organization);

b) Evaluation of team members (staff);

c) Approve all administrative matters, for example, timesheets, in collaboration with the line manager.

d) Identify the training needs of officers and, either directly or in collaboration with their hierarchical superiors and functional officers, organize the necessary training in a timely manner.

Required Skills and Experience for the Position

Level of education and expected experience:

  • Civil/Hydraulic/WASH Engineering / Geology.

  • Work experience with an NGO is an advantage.

  • Work experience in conflict-affected districts in Cabo Delgado is an advantage

Technical Skills:

  • Solid knowledge of structures, civil construction projects, hydraulic and sanitation systems.

  • Proven ability to prepare technical plans and budgets tailored to field needs, even under pressure and in a short time frame.

  • Ability to prioritize activities, plan and estimate deadlines and resources for technical projects.

  • Practical experience in designing and implementing water catchment systems, including boreholes and wells.

  • Ability to train and supervise local teams in the operation and maintenance of water sources.

Cross-cutting Skills:

  • Ability to work autonomously and proactively.

  • Teamwork and collaboration.

  • Computer skills: Word, Excel, smartphone data collection tools, Autocad.

  • Local languages = Shimakonde and Kiswahili mandatory.
