ThePathfinder International Mozambique, under the projectFutures with Choice, is opening a tender for the hiring of a specialized company to adapt, contextualize, and operationalize the digital platformSmartHealth, designed to support theAdolescent and Youth Friendly Services (AYFS)in the districts ofMassingaandMaxixe.

Consultancy Objective
The main objective is to adapt and operationalize theSmartHealthplatform, creating a user-friendly application with content onSexual and Reproductive Health (SRH),Family Planning (FP)andGender-Based Violence (GBV). The platform must integrate withMISAUsystems and be capable of offering text, voice, and video communication.
Scope of Work
Technical and Functional Design
- Review of the SmartHealth platform in line with the requirements of a virtual AYFS.
- Development of an adaptation and operationalization plan.
- Adjustment of conversational flows to the AYFS context.
- Open platform to accept new content.
Adaptation and Configuration
- Adaptation of the SmartHealth chatbot for validated SRH content.
- Adjustment of the risk assessment tool in ASRH.
- Configuration of the referral system for the SAAJ facilities in Massinga and Maxixe and for telemedicine (subject to MISAU availability).
Technology Integration
- Integration with digital platforms (Web).
- Configuration of the management and monitoring system.
Testing and Pilot Implementation
- Technical and functional testing.
- Adjustments based on user feedback.
Training and Capacity Building
- SAAJ health service providers.
- Project managers.
- Key local and central stakeholders, including MISAU and Pathfinder staff.
Documentation
- System technical manual.
- User guide.
- Progress reports and final report.
Key Deliverables
- Detailed work plan.
- Adaptation and configuration of the SmartHealth platform.
- Chatbot adapted with validated SRH content.
- Functional risk assessment tool.
- Referral system configured for Massinga and Maxixe.
- Integrated and tested platform.
- Training sessions conducted.
- Technical manual and user guide.
- Final consultancy report.
The platform must be fully operational within a maximum period of30 days.
Ethical Considerations and Data Protection
The SmartHealth platform will collect sensitive data from adolescents and young people. The company must address:
- Data Confidentiality and Security: encryption, storage, and protection against unauthorized access.
- Data Governance and Hosting: specifying data storage location and data ownership.
- Informed Consent: process for obtaining and recording user consent.
- Consent for Minors: approach for obtaining parental or guardian consent, in compliance with Law No. 7/2008 and the Convention on the Rights of the Child.
- Age-Appropriate Content: all language and content must be appropriate for adolescents.
- Platform Scope: it will not be used for medical diagnosis or treatment; the chatbot will remain within ethical boundaries.
- Escalation Protocol: procedures for cases involving abuse, violence, or suicidal ideation, including referral pathways and response timelines.
- Human Content Oversight: ongoing human review of chatbot content and outputs.
Contract Duration
5 months, with the possibility of extension.
Payment Terms
Payment is made in arrears and may be negotiated in installments. Pathfinder does not make 100% payment prior to the delivery of services.
Proposal Guidelines and Instructions
The applicant must submit two proposals:
- Technical: methodology, timeline, and technical team details.
- Financial: detailed budget broken down by deliverable, including taxes.
Proposals must be signed and remain valid for60 days.
The proposal must include:
- Company Profile: description, experience, qualifications of key personnel, material resources, and history of similar work.
- Vision: technical approach to service delivery.
- Responsiveness: service level, speed of response, relationships with Pathfinder, and potential conflicts of interest.
Evaluation Criteria
Pathfinder will seek the best value for money through a two-stage process:
- Proposal Submission: Pass/Fail (deadline, eligibility, conflict of interest).
- Documents: Pass/Fail (commercial registration certificate, operating license, business license, NUIT, commencement of activity, INSS clearance, and tax clearance).
- Company Capabilities (40%): use of AI, chatbot demonstration, ability to generate accurate SRH content, content review plan.
- Approach and Responsiveness (30%): alignment with the RFP, timeline ≤30 days, virtual and in-person technical assistance, 24/7 support.
- System Interoperability (20%): open system with API for integration with MISAU, ability to refer and schedule appointments.
- Additional Experience/Qualifications (10%): technician training, supervision and monitoring, report preparation.
Total Score = (Technical Score × 75%) + (Cost Score × 25%).

Pathfinder is not obligated to accept the lowest cost and reserves the right to accept proposals in whole or in part. No verbal statement shall modify the terms of the RFP. Pathfinder may cancel the solicitation at any time.
Place of Performance
Mostly remote, in coordination with Pathfinder, focusing on the districts ofMassingaandMaxixe.
