Context and Impact

The City of Maputo faces physical, communicational, and institutional barriers that limit the full participation of persons with disabilities. This consultancy is part of a multi-sectoral effort to overcome these challenges by strengthening the capacities of the municipality and civil society. The project is implemented by medicusmundi, in collaboration with the Maputo Municipal Council and the Forum of Mozambican Associations of Persons with Disabilities (FAMOD).

Responsibilities

Coordination and Facilitation

  • Plan and lead quarterly meetings of the CDSS Inclusion and Accessibility Working Group (WG).
  • Develop agendas and participatory methodologies that ensure the voice of all stakeholders is heard.

Technical Support

  • Ensure the technical quality of discussions, aligned with human rights principles and international best practices.
  • Foster coordination among public institutions, civil society, and organizations of persons with disabilities.

Systematization and Knowledge Production

  • Produce detailed reports for each meeting, consolidating recommendations and lessons learned.
  • Develop a systematization document to serve as the foundation for municipal policy.

Exchange Workshop with IMPD

  • Organize and facilitate a workshop with the Municipal Institute for People with Disabilities of Barcelona.
  • Adapt international best practices to the context of Maputo.

Support for Municipal Policy Development

  • Draft the first proposal for the Municipal Bylaw on Inclusion and Accessibility.
  • Integrate contributions from meetings and the workshop, ensuring participatory validation.

Expected Deliverables

  1. Detailed Work Plan and Schedule.
  2. Reports from the Quarterly Working Group Meetings.
  3. Report from the Exchange Workshop with IMPD.
  4. Systematization Document of Discussions and Recommendations.
  5. First Proposal for the Municipal Bylaw on Inclusion and Accessibility.

Methodology

The approach will be participatory, multi-sectoral, and rights-based, incorporating international best practices. Methodologies such as group discussions, subgroup work sessions, and validation plenary sessions will be used. The process will be iterative, with progressive validation involving key stakeholders.

Duration and Phases

The consultancy will have a duration of18 months, organized into 5 phases: launch and planning, implementation of meetings, technical exchange, systematization and proposal drafting, and final validation.

Consulting Entity Profile

Mandatory Requirements

  • Proven experience in inclusion, accessibility, and public policy.
  • Knowledge of the institutional and social context of Maputo City.
  • Ability to facilitate participatory and multisectoral processes.
  • Competence in producing technical reports and systematizing information.
  • Ability to liaise with public institutions, civil society, and international partners.

Valued

Previous experience in similar projects and collaboration with municipal or international cooperation entities.

Evaluation Criteria

  • Experience and Institutional Capacity (30%)
  • Quality of the Technical and Methodological Proposal (30%)
  • Qualification of the Technical Team (20%)
  • Financial Proposal (20%) – budget limit of 262,500 MZN.
