Purpose and Impact of Role
The position of Technical Program Coordinator is strategic for SI's mission in Mozambique. The selected professional will assume technical leadership, coordination and supervision of multisectoral humanitarian programs, acting as a fundamental link between the strategic vision and operational execution in the field. The direct impact of this role translates into tangible improvements in the living conditions of thousands of people affected by crises, ensuring that interventions are effective, evidence-based and aligned with the highest international humanitarian standards.

Main Responsibilities
1. Technical and Strategic Coordination of Humanitarian Programs
In this fundamental pillar, you will be the technical architect behind the effectiveness of SI interventions. Your responsibilities include:
- Lead the full program cycle: from strategic planning to rigorous implementation, monitoring and evaluation of multisectoral humanitarian projects.
- Develop technical and operational strategies highly adapted to the dynamic contexts of emergency, recovery and sustainable development.
- Ensure effective integration and synergistic coordination between different programmatic sectors, avoiding silos of action.
- Ensure results-based management by closely monitoring key indicators, targets and overall program performance to maximize impact.
- Identify new and emerging humanitarian needsand propose innovative and viable technical solutions to respond to them.
2. Technical Supervision of WASH (Water, Sanitation and Hygiene) Programs
As guardian of technical quality in the sector that is SI's historic mission, you will exercise:
- Specialized technical guidance for water supply projects, sanitation systems and hygiene promotion campaigns.
- Ensuring strict application of the Sphere Standards and all international best practices in the WASH sector.
- Direct supervision of the implementation of emergency and recovery interventions on the ground, ensuring the resilience of solutions.
- Technical quality control of all implemented infrastructures and activities, from wells to treatment systems.
3. Coordination of Food Security and Livelihoods Programs (FSL)
Expanding the reach of humanitarian aid for sustainability, you will be responsible for:
- Plan and oversee food security and livelihood recovery programs for vulnerable communities.
- Support initiatives to strengthencommunity resilience and long-term economic recovery.
- Develop integrated approaches that holistically respond to nutrition and income needs.
- Ensure technical excellence of activities related to agricultural production, livestock and local commerce.
4. Programmatic Quality Management and Learning
Operational excellence is a registered trademark of SI. In this area, you:
- Will ensure compliance of all interventions with international humanitarian standards and organization policies.
- Develop and update methodologies, tools and technical procedures to optimize processes.
- Will conduct in-depth performance reviews, impact assessments and programmatic learning exercises.
- Promote a culture of continuous improvement and institutional knowledge management across the entire team.
- Produce technical reports and strategic recommendations for leadership decision-making.
5. Institutional Coordination and External Representation
As the face of SI in strategic forums, you:
- Will represent the organization to government authorities, local partners, United Nations agencies, clusters and donors.
- Will actively participate in technical groups, coordination forums and relevant sectoral mechanisms.
- Will contribute to the development of technical proposals and strategies for mobilizing financial resources.
- Strengthen strategic partnerships and institutional relationships that are vital to the success of programs.
6. Capacity Development and Team Leadership
Investment in people is crucial for the sustainability of interventions. You:
- Identify training needsfor technical teams and national staff.
- Design and implement training, mentoring and ongoing technical support programs.
- It will promote the effective transfer of skills and knowledge to national teams and partners.
- Support institutional strengtheningand technical sustainability of all interventions.
Workplace and Operational Context
The position will be based in Mueda, in the province of Cabo Delgado. The professional will work directly in humanitarian and development contexts, including active areas of emergency, conflict or natural disasters. This environment requires resilience, adaptability and a deep motivation to work in challenging but extremely humanitarian contexts.
Essential Qualifications and Skills
Academic Training
- Bachelor's and/or Master's degree in areas such as: Civil Engineering, Project Management, Sanitary Engineering, Water Resources Management, Public Health, International Development or other directly relevant disciplines.
Professional Experience
- Minimum of 5 (five) years of proven experience in technical coordination and management of humanitarian programs, development projects or similar areas.
- Direct and substantial experience in implementing and supervising multi-sector programs, with specific expertise in the sectors: Water, Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).
- Consolidated experience in managing multidisciplinary teams and coordinating complex projects in humanitarian and/or recovery contexts.
Desirable Technical Skills

li>In-depth knowledge of the principles of project management, strategic planning and monitoring and evaluation (M&E).
- Mastery of international humanitarian standards, with a special focus on Sphere Standards and other sectoral technical guidelines.
- Proven ability to develop and implement operational strategies for emergency and recovery contexts.
- Experience in results-based management and rigorous monitoring of programmatic indicators.
- Ease of preparing technical reports, project proposals and strategic documents for different audiences.
- Excellent communication, negotiation and institutional representation skills at multiple levels.
- Fluency in English (mandatory) and/or French is considered a significant competitive advantage.
