Águas de Moçambique, IP (AdeM, IP), through its Autonomous Central Acquisitions Department, invites Individual Consultants to express interest in a consultancy with extremely high national impact. This is the Consultancy Service for the Implementation of the Resettlement Action Plan (PAR) within the scope of the Chimoio Inclusive Urban Sanitation Project.
This is a unique opportunity for experienced professionals to directly contribute to the sustainable and socially fair development of Mozambique. The project, financed by the African Development Bank (AfDB) and the African Development Fund, aims to improve sanitation conditions in the city of Chimoio in an inclusive way. Your role will be crucial in ensuring that this process takes place in full compliance with the most demanding ethical, legal and operational standards.

The Impact of Your Performance: Mission and Reach
The consultancy aims to support the effective and timely implementation of the Resettlement Action Plan (PAR). This mission is fundamental to protecting the rights of populations affected by sanitation infrastructure, ensuring that resettlement processes (voluntary or involuntary) are conducted with dignity, transparency and social justice.
Your work will directly focus on strict compliance with a complex regulatory framework:
- Relevant Mozambican Legislation: Ensure that all actions are aligned with current national laws.
- African Development Bank Operational Safeguards (OS): Particular attention will be paid to SO 5 (Land Acquisition, Restrictions on Land Access and Use, and Involuntary Resettlement), SO 7 (Protection of Vulnerable Groups) and SO 10 (Stakeholder Engagement and Information Disclosure).
- AdeM's Complaint Resolution Mechanism (MRR): A critical factor will be integration with the MRR, ensuring that all concerns, especially those related to Gender-Based Violence (GBV), including Sexual Exploitation and Harassment (EAS/AS), are addressed promptly and effectively, in accordance with established protocols.
Your experience will be the catalyst to transform policies into concrete actions, minimizing negative impacts and maximizing the social benefits of the sanitation project in Chimoio.
Ideal Candidate Profile: Requirements and Competencies
We are looking for a professional with a unique combination of advanced academic training, massive technical experience and in-depth knowledge of the operational context of Mozambique.
Academic Training
- Master's in Social Sciences or related field (Ex: Sociology, Anthropology, Community Development, Social Project Management).
Professional Experience
- At least 15 years of proven experience in planning or evaluating population resettlement and compensation in infrastructure projects.
- A significant portion of this experience must have been acquired directly in Mozambique.
- Proven experience in preparing and implementing plans for resettlement, compensation and restoration of livelihoods.
- Proven competence in stakeholder engagement, including data collection and handling complex issues related to resettlement.
Specific Knowledge
- In-depth knowledge and practical experience in projects financed by the African Development Bank or other international financing agencies.
- Knowledge of the Bank Group's procurement policies (especially the ADB's "Procurement Policy for Operations Financed by the Bank Group").
- Proven ability to deal with sensitive issues such as voluntary/involuntary resettlement and Gender-Based Violence (GBV).
Opportunity Details
- Work Location: The consultancy will be based in Chimoio, with interaction with the AdeM headquarters in Maputo.
- Duration: 120 (one hundred and twenty) days.
- Type of Contract:Individual Consulting (IC).
- Salary: To be negotiated, based on the candidate's experience and qualifications. The value will be compatible with the parameters of the project financed by ADB.
- Number of Vacancies: 1 Individual Consultant.
