As part of the implementation of the ambitious WASH project, we seek to recruit 01 (one) Provincial Officer with a Profile for Community Intervention, who will be the backbone of our operation in Sofala.
Strategic Objective of the Position
The WASH Project Provincial Officer will assume the technical and operational leadership in ensuring the implementation, coordination, monitoring and evaluation of Water, Sanitation and Hygiene activities at provincial level. This is a position with a high direct impact on public health.
The selected professional will be the catalyst for community participation, strengthening the adoption of healthy and preventive practices. Success in this role translates into the effective prevention of diseases and a tangible and lasting improvement in the living conditions of the supported communities.
Main Responsibilities and Action Vectors
Coordination and Technical Implementation
- Strategically plan and coordinate all community WASH activities in the province, ensuring the optimization of resources and the achievement of goals.
- Ensure the rigorous implementation of WASH promotion programs hygiene, basic sanitation and safe and continuous access to drinking water.
- Technically support districts and local partners in the implementation of WASH interventions, ensuring the standardization and technical quality of infrastructures.
- Ensure the absolute alignment of activities with national public health policies and the operational guidelines of development partners.
Community Mobilization and Social Leadership
- Promote the active and informed involvement of leaders communities, water committees and grassroots local groups in infrastructure management.
- Facilitate and promote intensive awareness campaigns on hygiene, sanitation and prevention of waterborne diseases.
- Support the creation, legalization and ongoing capacity building of community water and sanitation management structures, ensuring their post-project sustainability.
- Encourage innovative participatory approaches for lasting behavior change in households family members.
Monitoring, Evaluation and Data Management
- Collect, critically analyze and report accurate data on the WASH indicators established in the project's logical framework.
- Carry out regular supervision visits and direct monitoring of field activities, identifying implementation blockages in real time.
- Identify operational challenges and propose agile and well-founded corrective measures to improve the overall performance of the project. program.
- Prepare detailed technical reports and high-quality progress reports for the management structure and donors.
Institutional Capacity Building and Talent Development
- Organize and facilitate technical and behavioral training for community agents, activists and local leaders, creating a critical mass of knowledge.
- Develop educational materials and awareness-raising tools adapted to the sociocultural context of the target populations.
- Strengthen the institutional and operational capacities of local partners in implementing integrated WASH interventions.
Institutional Coordination and External Representation
- Represent the program with high dignity in provincial WASH forums and technical groups, fostering synergies with other stakeholders.
- Work in close collaboration with local government authorities, national and international NGOs, and development partners.
- Promote cross-cutting integration of WASH activities with health, nutrition and social protection components, maximizing impact holistic.
Academic Profile and Professional Experience Required
Academic Qualifications
- Complete degree in Public Health, Sanitary Engineering, Environmental Engineering, Community Development, Social Sciences or related recognized areas.
Proven Professional Experience
- Minimum of 3 to 5 years of solid and demonstrable in WASH, public health or community development programs.
- Proven experience in community mobilization and behavior change methodologies.
- Experience in coordinating complex projects with multiple partners and multidisciplinary teams.
- In-depth knowledge of the provincial context and local community and cultural dynamics.
Technical and Behavioral Skills
Competencies Techniques
- Mastery of CLTS (Community-Led Total Sanitation) approaches and respective implementation tools.
- In-depth knowledge in promoting hygiene and preventing water-borne diseases.
- Advanced skills in monitoring, project evaluation and database management.
- Proven ability in preparing technical reports and capturing data in the field.
