Strategic Objective of the Role
The Technical Program Officer will be the driver of technical excellence in health. Its primary responsibility is to support the rigorous planning, implementation, monitoring and evaluation of projects.
It will ensure the technical quality of interventions, compliance with national guidelines and the requirements of funding partners. Success in this role means ensuring measurable results and compliance with local and international standards.
Main Responsibilities and Scope of Action
Planning and Programmatic Management
- Develop annual and quarterly operational plans with strategic precision.
- Define quantifiable goals, performance indicators and implementation strategies.
- Ensure alignment with the policies of the Ministry of Health and the partners.
Technical Implementation in the Field
- Coordinate the execution of activities, ensuring an active presence in the field.
- Ensure compliance with clinical protocols and strict technical standards.
- Technically support health teams and local partners.
- Identify operational constraints and propose innovative solutions.
Monitoring and Evaluation (M&E)
- Implement robust monitoring systems based on indicators.
- Collect, validate and analyze programmatic data with high criticality.
- Produce detailed technical reports (monthly, quarterly and annual).
- Ensure the quality and consistency of data for informed decisions.
Health Information Management
- Use national systems such as SIS and DHIS2 proficiently.
- Analyze epidemiological trends and program performance.
- Support decision-making based on solid evidence.
Supervision, Training and Coordination
Technical leadership is central to this role. The professional will carry out regular supervision in health units and identify training needs.
Develop training and support the creation of technical manuals. In addition, it will coordinate with the Ministry of Health, partners and stakeholders, participating in sectoral forums.
Basic Financial Management and Quality Assurance
- Support the preparation and monitoring of the program budget.
- Ensure the efficient and transparent use of resources.
- Contribute to programmatic financial reports.
- Ensure compliance with national standards and program requirements. donors.
- Support external audits and evaluations, promoting continuous improvement.
Profile and Requirements of the Ideal Candidate
We are looking for a technician with a degree in Public Health, Medicine, Nursing or related areas. A Master's degree will be considered a highly valued differentiator.
The minimum professional experience required varies between 3 and 5 years in healthcare projects. Experience in programs funded by international donors such as USAID, the Global Fund or UNICEF is essential.

Technical and Behavioral Skills
- Mastery of Basic epidemiology and Monitoring and Evaluation (M&E).
- Experience with health information systems, specifically DHIS2.
- Ability to analyze data and prepare technical reports.
- Mandatory command of the English language.
- Strong organizational, planning and interpersonal communication skills.
- Technical leadership, integrity, ethics and ability to work under pressure.

Location, Reporting and Contract Dynamics
The work will be based in Beira, at the facilities of Associação Kugarissica, with frequent trips to the field. The reporting line is direct to the General Coordinator.
The initial contract lasts 6 months, renewable subject to performance evaluation and continued funding. The evaluation criteria include compliance with goals, quality of reports and impact of interventions.
