The Ministry of Transport and Logistics, within the framework of the Urban Mobility Project in the Metropolitan Area of Maputo (Reference No. P175322), financed by the World Bank, is receiving expressions of interest for the recruitment of a Communications Specialist. This is an individual consultancy with a central role in the visibility of the MOVE Project, stakeholder coordination, and support for the implementation of clear, consistent communication aligned with the project’s objectives.

About the opportunity

The selected professional will work under the leadership of the PIU/AMT and will have a strategic role in the project’s institutional and operational communication. The position requires solid experience in complex contexts, coordination ability, and sensitivity to manage public, community, and internal communication in a high-impact urban mobility project.

What the role involves

  • Strengthen the visibility of the MOVE Project and support its institutional communication.

  • Implement and periodically update the Communication Strategy and the Communication and Stakeholder Engagement Action Plans.

  • Coordinate internal and external communications, ensuring message consistency and alignment among teams and stakeholders.

  • Work in collaboration with the Community Engagement Officer and supervise the related activities.

  • Support the implementation of the Grievance Redress Mechanism (GRM), in coordination with the project safeguards.

  • Contribute to the proper handling of project-related complaints and to risk mitigation, especially in the initial phase of BRT implementation.

Desired profile

For this consultancy, the Ministry is seeking candidates with higher education in Communication, Journalism, Marketing, Media Management, Public Relations, or Administration. A minimum of 10 years of experience in communication is required, with a relevant track record in corporate, institutional, internal, and external communication, public affairs, public relations, and crisis management, preferably in megaprojects linked to the transport ecosystem.

  • Experience as a communications specialist in at least one transport and/or logistics project.

  • At least one experience in a project financed by the World Bank Group.

  • Experience in developing Communication Strategies and Action Plans for high-impact projects exceeding 40 million dollars.

  • Experience with the public sector in the region will be considered an advantage.

  • Fluency in Portuguese and English.
