Impact and Role Responsibilities

This position is the epicenter of the provincial WASH project strategy. The Provincial Officer will be responsible for ensuring that the principles of safe water, adequate sanitation and hygiene are not just concepts, but tangible realities in the most remote communities of Sofala.

Strategic Coordination and Implementation

Your central role will be to orchestrate the movement of all the pieces of the project. This includes:

  • Meticulous Planning: Develop and coordinate a schedule of community WASH activities that is realistic, ambitious and aligned with local needs.
  • Program Execution: Ensure that hygiene and sanitation promotion programs are implemented with technical rigor, guaranteeing safe access to water for all.
  • Technical Support: Act as a mentor to district teams and local partners, providing the necessary know-how to overcome implementation challenges.
  • Compliance: Maintain strict alignment with national public health policies and development partner guidelines.

Community Mobilization and Empowerment

The success of the project lies in community ownership. The ideal professional will know how:

  • Articulate Leadership: Actively involve traditional leaders, water committees and women's groups, transforming them into agents of change.
  • Develop Campaigns: Design and facilitate awareness campaigns that use culturally relevant language and approaches to promote disease prevention.
  • Empowering Structures: Support the creation and ongoing training of community structures for sustainable water and sanitation management.

Monitoring, Evaluation and Continuous Learning

To improve, you need to measure. This role requires a rigorous analytical approach:

  • Data Management: Collect, analyze and interpret key data from WASH indicators to inform decisions.
  • Field Supervision: Carry out frequent visits to monitor the quality of interventions and interact directly with communities.
  • Impact Reports: Prepare detailed technical reports that document progress, challenges and learnings for partners.

Ideal Candidate Profile

We are looking for a professional with a solid base of knowledge and passion for working in the field.

Essential Training and Experience

  • Academic: Degree in areas such as Public Health, Sanitary Engineering, Environmental Engineering, Community Development or Social Sciences.
  • Professional: Minimum 3 to 5 years of demonstrated experience in WASH, public health or community development programs.
  • Key Experience: Documented track record in community mobilization and coordinating projects with multiple partners and multidisciplinary teams.

Technical and Behavioral Skills

  • Specific Knowledge: Mastery of approaches such as CLTS (Community-Led Total Sanitation) and hygiene promotion techniques.
  • Analytical Skills: Strong ability in monitoring, evaluating and managing data for decision making.
  • Soft Skills: Excellent leadership, interpersonal communication and ease of working with multicultural communities.
  • Flexibility: Availability for frequent travel within the Sofala province.
  • Language: Fluency in Portuguese is mandatory. Knowledge of local languages is a significant advantage.
