About OSR and Its Mission
The National Road Safety Observatory is a reference institution in the production of knowledge, monitoring and intervention in the field of road safety in Mozambique. Its activities include scientific research, awareness campaigns, traffic safety education and coordination with public and private entities to formulate effective policies.

The Role of the Provincial Operations Manager
The Provincial Operations Manager is the institutional face of the OSR in his province. It is who ensures that national programs gain local expression, that partnerships are built solidly and that communities are effectively reached by road safety initiatives.
This role requires a rare combination of skills: operational leadership, relational intelligence and unwavering civic commitment. The Provincial Manager is not a simple executor of tasks — he is a field strategist, capable of adapting national guidelines to the reality and specific needs of his region.
Main Responsibilities
Representation and Institutional Leadership
- Represent the OSR in an official and dignified manner before all entities and audiences in the province;
- Be the privileged interlocutor between the national headquarters and provincial actors;
- Guarantee the image and institutional values of the OSR in all contexts of action.
Program and Project Coordination
- Coordinate the implementation of provincial programs and projects defined by the OSR national directorate;
- Plan, execute and monitor activities in the field, ensuring compliance with schedules and goals;
- Ensure alignment between provincial actions and the institution's strategic objectives.
Mobilization of Volunteers and Partners
- Identify, recruit and coordinate local volunteers who support OSR initiatives in the province;
- Establish and nurture cooperative relationships with public institutions, private bodies and civil society organizations;
- Actively identify opportunities for partnership and mobilization of financial, material and human resources.
Awareness, Education and Road Campaigns
- Coordinate awareness and road education activities aimed at different audiences — schools, drivers, pedestrians, rural and urban communities;
- Promote and organize road safety campaigns, events and initiatives with measurable local impact;
- Support the dissemination of educational materials and the training of priority target audiences.
Data Collection, Reporting and Compliance
- Actively support the collection of statistical and qualitative data relevant to OSR research and monitoring;
- Prepare periodic provincial reports, with rigor, clarity and within defined deadlines;
- Ensure full compliance with OSR institutional standards, procedures and guidelines in all activities.

- Road education projects — training and raising awareness among young people, drivers and communities about safe behavior on the roads;

- Safe mobility initiatives — coordination with local authorities, security forces and transporters to improve circulation conditions.
