Consultancy for Adaptation and Operationalization of the SmartHealth SAAJ Platform – Mozambique

## About the Opportunity **Pathfinder International – Mozambique**, under the **Futuros com Escolha** project, invites technology companies and startups legally established in Mozambique to submit technical and financial proposals for the **adaptation, contextualization, and operationalization of the SmartHealth digital platform**, aimed at supporting **Adolescent and Youth Friendly Services (SAAJ)** in the districts of Massinga and Maxixe. Pathfinder International has been advocating for sexual and reproductive health rights worldwide since 1957, removing barriers to access essential services and empowering communities to make informed decisions about their lives. This consultancy represents a unique opportunity to contribute to the digital transformation of public health in Mozambique. --- ## Objective of the Consultancy The selected company/startup will be responsible for adapting the existing SmartHealth chatbot to the SAAJ context, integrating it with the digital platforms of the Ministry of Health (MISAU), and ensuring its operationalization within a maximum period of **30 calendar days**, with a total contract duration of **5 months**, with the possibility of extension. --- ## Responsibilities and Scope of Work### 🔹 Technical and Functional Design - Review and adaptation of the SmartHealth platform to the requirements of a virtual SAAJ, including communication via text message, voice, and video call - Development of the adaptation and operationalization plan - Adjustment of conversational flows for the SAAJ context - Ensuring an open and scalable platform for integrating new content ### 🔹 Platform Adaptation and Configuration - Adaptation of the SmartHealth chatbot for validated content on Sexual and Reproductive Health (SRH), Family Planning (FP), and Gender-Based Violence (GBV) - Adjustment of the risk assessment tool in SRHR - Configuration of the referral system for the SAAJs of Massinga Health Center, Maxixe Health Center, and Telemedicine (in coordination with MISAU) ### 🔹 Technological Integration - Integration with web digital platforms - Creation of documentation and API integration with systems in use at MISAU - Configuration of the management and monitoring system ### 🔹 Testing and Pilot Implementation - Execution of technical and functional tests - Incorporation of adjustments based on user feedback ### 🔹 Training and Capacity Building - Training of SAAJ health providers - Capacity building for project managers - Training of key actors at local and central levels, including MISAU, Donor, and Pathfinder staff ### 🔹 Documentation - Technical manual of the system - User guide - Progress reports - Final consultancy report ---## Requirements and Selection Criteria ### ✅ Mandatory Documentation (Pass/Fail) - Commercial Registration Certificate - Business License and Activity Permit - Model VI – Company NUIT - Model I – Business Start Form - INSS Clearance Certificate - Tax Authority Clearance Certificate ### ✅ Company Technical Skills (40 points) - Proven experience in using **Artificial Intelligence (AI)** for developing digital platforms - Ability to demonstrate platform adaptation via a **functional Chatbot DEMO** - Capability to generate accurate SSR content through AI - Plan for regular review of chatbot-generated content ### ✅ Approach and Responsiveness (30 points) - Demonstration of cost-effectiveness and compatibility with the requested scope - Platform adaptation timeframe not exceeding **30 calendar days** - Virtual and on-site technical support capability - Availability of **24/7** remote support ### ✅ System Interoperability (20 points) - Development of an open system with documentation and API integration compatible with MISAU systems - Ability to reference and schedule appointments at Health Units ### ✅ Additional Experience and Qualifications (10 points) - Capacity to train Pathfinder and MISAU technicians - Supervision and monitoring of the system at SAAJ in Massinga and Maxixe - Ability to prepare technical reports --- ## Ethical Considerations and Data ProtectionGiven the sensitive nature of data from adolescents and young people, proposals must necessarily include: - **Data confidentiality and security**: encryption, secure storage, and protection against unauthorized access - **Data governance and hosting**: clear specification of where data will be hosted and who holds ownership - **Informed consent**: consent recording mechanism before accessing services - **Consent for minors**: approach in accordance with Law No. 7/2008 and the Convention on the Rights of the Child - **Age-appropriate content**: validation of language and content for the adolescent audience - **Ethical scope of the chatbot**: assurance that the platform will not be used for medical diagnosis or treatment - **Escalation protocol**: clear procedures for cases of abuse, violence, or suicidal ideation identified on the platform - **Human oversight of content**: plan for continuous review of content generated by the chatbot --- ## We Offer- **5-month contract** with possibility of extension -
