Central Objective of the Position
The Technical Program Officer will be the technical driver behind the effective execution of health program activities. Its role goes beyond simple implementation; You will be the guardian of technical quality, ensuring that each intervention meets the highest standards of compliance with national standards and the requirements of funding partners. Your work will ensure that results are not only achieved, but also measurable and sustainable.
Detailed Responsibilities
The day-to-day work of this role is challenging and multifaceted, ranging from strategic planning to operational supervision in the field. Your ability to manage multiple project dimensions will be constantly put to the test.
Strategic Planning and Management
- Actively collaborate in the preparation of annual and quarterly operational plans, translating abstract objectives into clear and achievable goals.
- Define key performance indicators (KPIs) and robust implementation strategies that are in perfect alignment with Ministry of Health and donor policies.
- Ensure that programmatic management is always driven by data and evidence, optimizing resources for maximum impact.
Technical and Operational Implementation

li>Coordinate and closely monitor the execution of all field activities, ensuring strict adherence to established clinical protocols and technical standards.
- Act as excellent technical support for base health teams and local partners, solving operational challenges with creativity and efficiency.
- Proactively identify constraints and risks in implementation, proposing viable and quick solutions to keep the project on track.
Monitoring, Evaluation and Information Management

li>Design and implement robust monitoring systems based on clear indicators, ensuring accurate collection of programmatic data.
- Perform advanced analysis of data and epidemiological trends, using platforms such as DHIS2 and the Health Information System (SIS) to transform numbers into strategic insights.
- Produce high-quality technical and narrative reports (monthly, quarterly and annual) that serve as a basis for decision-making and reporting to funders.
- Ensure the integrity, consistency and quality of all data managed by the program.
Supervision, Training and Coordination

li>Conduct periodic and constructive technical supervision in health units, identifying opportunities for improvement and reinforcement of skills.
- Develop and implement targeted training plans to fill knowledge gaps and strengthen the team.
- Proactively coordinate with the Ministry of Health, other technical partners and stakeholders, ensuring the harmonization of activities and maximizing the synergistic effect between interventions.
Financial Management and Quality Assurance

li>Support in the preparation and monitoring of the program budget, promoting the efficient, transparent and ethical use of financial resources.
- Ensure full compliance with all national standards and strict donor requirements, facilitating external audits and evaluations.
- Promote a culture of continuous improvement and good practices in all program activities.
Ideal Candidate Profile
We are looking for a professional with a rare combination of technical rigor, analytical capacity and exceptional interpersonal skills. Experience in large donor-funded health programming settings is a crucial differentiator.
Formal Requirements and Experience
- Academic Training: Degree in Public Health, Medicine, Nursing or directly related areas. A Master's degree in a relevant area will be considered a significant competitive advantage.
- Proven Experience: Minimum of 3 to 5 years of professional experience dedicated to health projects and programs, preferably in development contexts with international partners.
- Previous experience implementing and managing programs funded by organizations such as USAID, the Global Fund or UNICEF is highly valued.
- Specific experience in monitoring and evaluation (M&E) activities will be a plus.
Technical and Behavioral Skills
- Technical Mastery: Solid knowledge in basic epidemiology, health information systems (DHIS2), monitoring and evaluation and analysis of quantitative and qualitative data.
- Communication Skills: Proven ability to prepare robust technical reports and prepare presentation materials for different audiences. Fluent command of the English language is mandatory for communication with international partners.
- Personal Skills: Strong organizational and planning skills, sharp analytical thinking, resilience to work under pressure and in a dynamic environment, and notable technical leadership and teamwork skills.
- Professional Ethics: Non-negotiable commitment to the integrity, transparency and values of the organization.
Conditions and Application Process
This is a transformative career opportunity for anyone who wants to have a real impact on Mozambican public health. The contract will have an initial duration of 6 months, with the possibility of renewal subject to evaluated performance and the availability of financing.
The workplace will be at the headquarters of the Kugarissica Association, in Beira, with frequent and essential trips to the field in the program's intervention areas. You will report directly to the General Coordinator.
Your performance will be evaluated based on clear impact criteria: achievement of goals, quality of reports, operational efficiency, level of coordination and, above all, the measurable impact of your interventions on communities.
