About INAR, IP and the Role's Context

INAR, IP is the government body responsible for the management, protection, and integration of refugees and asylum seekers in Mozambican territory. The institution operates in accordance with national legislation and international protection instruments, most notably the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol.

The partnership with UNHCR gives this role a unique international dimension, placing the Registration Officer at the heart of a globally recognized humanitarian protection system. The City of Nampula, as the economic and demographic hub of northern Mozambique, represents a strategic entry point and reception center for displaced populations. The Registration Officer based at this delegation will play a decisive role on the front line of protection for these populations.

What You Will Do on a Day-to-Day Basis

The role of Registration Officer is technically demanding, humanly sensitive, and operationally critical. The selected professional will be responsible for ensuring that every person who arrives at INAR, IP seeking protection is received, identified, and documented with rigor, dignity, and confidentiality.

Registration and Documentation

  • Carry out the individual registration of refugees and asylum seekers, following the procedures established by INAR, IP and the operational guidelines of UNHCR
  • Collect, verify, and accurately process the biographical and biometric data of each applicant for international protection
  • Ensure that all forms, statements, and supporting documents are complete, authentic, and properly filed
  • Issue provisional and definitive documentation in accordance with the status assigned to each beneficiary

Information Management and Databases

  • Keep the databases up to date, ensuring the integrity, accuracy, and confidentiality of all recorded information
  • Operate refugee information management systems, including digital tools used by UNHCR and INAR, IP
  • Detect and report inconsistencies, duplications, or irregularities in existing records
  • Ensure compliance with data protection and privacy policies applicable to the humanitarian context

Screening, Referral, and Multidisciplinary Support

  • Support in the initial case screening, identifying situations of heightened vulnerability that require priority referral to specialized units
  • Actively collaborate with internal multidisciplinary teams — legal, social, medical — and with humanitarian partners in the field
  • Facilitate communication between applicants and the various units of INAR, IP, ensuring that no case goes without a response or appropriate referral

Reporting and Compliance

  • Prepare periodic reports on registration activities carried out, including quantitative and qualitative data relevant to institutional management
  • Ensure strict compliance with Mozambican legal standards and internal procedures applicable to the registration process
  • Participate in training sessions, team meetings, and procedure review processes whenever requested

Candidate Profile We Are Looking For

The ideal candidate for this role combines technical precision with human sensitivity. Working with refugee populations demands far more than administrative skills — it requires empathy, discretion, and a genuine commitment to human rights.

Mandatory Requirements

  • Mozambican nationality
  • Age equal to or greater than 18 years
  • Full mental and physical capacity compatible with the duties to be performed
  • Regularized military status
  • Not having been retired or pensioned from public service
  • Educational qualifications appropriate to the position (to be defined at the time of the competition)

Differentiating and Valued Factors

  • Prior experience working with refugees, asylum seekers, or populations in situations of social or humanitarian vulnerability
  • Knowledge of international protection legislation and refugee law, including African regional instruments
  • Ability to communicate in local languages spoken in the Nampula region (Macua, Lomué, among others), facilitating access and trust among the populations served
  • Solid command of computer tools — Microsoft Word, Excel, and database systems — for efficient records management and report production
  • Demonstrated ability to work under pressure, meet tight deadlines, and operate in multicultural environments
  • High sense of professional ethics, confidentiality, and institutional responsibility

Required Documentation for Application

The application dossier must be submitted in person at the Provincial Delegation of INAR, IP, located at Rua Daniel Napatima, 1st floor, flat 56 — Nampula. Incomplete applications or those submitted after the deadline will not be considered.

The dossier must compulsorily include the following documents:

  1. Application letter addressed to the Director-General of INAR, IP, with a notarized signature, explicitly stating the desired position and work location
  2. Declaration under oath with a notarized signature
  3. Academic qualifications certificate authenticated by a competent authority
  4. Authenticated copy of the National Identity Card (ID) valid
  5. Authenticated copy of the NUIT (Unique Taxpayer Identification Number)

Selection Process

The recruitment will take place in two sequential stages, with progression to the second stage contingent on performance in the first.

Stage 1 — Document Review

All dossiers submitted within the deadline will be reviewed and screened based on the mandatory requirements and merit factors defined in the competition notice. Only candidates who fully meet the eligibility criteria will advance to the next stage.

Phase 2 — Selection Interview

Candidates who pass the document review will be invited to a in-person interview, where technical competencies, motivation, suitability for the role, and the ability to perform in demanding humanitarian contexts will be assessed.

The competition has a validity of 3 (three) years from the date of publication of the final ranking list, and successful candidates may be called to fill future vacancies during that period.
