Servtec SBM is recruiting, for a client in Maputo, a Permit & Consent Technical Advisor with solid experience in special licensing, regulatory compliance, and legal frameworks applied to industrial projects. The role requires the ability to manage complex processes with public entities, anticipate licensing needs throughout the project lifecycle, and support technical teams on regulatory matters, with particular relevance to the Oil & Gas sector.
Role overview
This professional will be responsible for ensuring that projects are carried out in compliance with Mozambican legislation and the requirements of the competent authorities. The focus is on managing licenses and special authorizations, preparing complete documentation packages, and closely monitoring deadlines, legal requirements, and regulatory conditions that may affect project execution.
Main responsibilities
Manage licensing processes and the obtaining of special authorizations.
Ensure the legal and regulatory compliance of ongoing projects.
Coordinate relationships with government authorities and regulatory bodies.
Prepare, organize, and submit the documentation required to obtain licenses.
Monitor deadlines, legal requirements, and critical milestones associated with the project schedule.
Support project teams on compliance matters, regulatory frameworks, and documentation requirements.
Desired profile
Degree in Law, Engineering, or a related field.
Minimum of 5 years of experience in consulting or project management focused on special licenses.
Senior-level experience, with at least 5 years working in the Oil & Gas industry.
Proven knowledge of the Mozambican legislative framework in the areas of explosives, radioactive substances, health, insurance, safety and firearms, telecommunications, trademarks, and related matters.
Ability to define requirements, gather critical information, and structure licensing processes consistently.
Proactive approach to planning regulatory needs in advance and aligning them with project timelines.
Strong communication skills and good interpersonal relationships.
Availability to travel to other provinces whenever necessary.
Fluency in Portuguese and English; knowledge of Italian will be an advantage.
