Hiring of an Individual Consultant for the Implementation of EDM's Supplementary Pension Fund

Electricidade de Moçambique, E.P. (EDM) invites qualified consultants to express interest in the hiring of an Individual Consultant specialized in pension funds, with the objective of supporting the structuring, implementation, and operationalization of EDM's Supplementary Pension Fund. The role requires technical, legal, financial, and actuarial expertise, with a focus on legal compliance, financial sustainability, and the definition of a robust governance model.

Role overview

On behalf of the Government of Mozambique, EDM's mission is to produce, transmit, distribute, and commercialize electricity throughout the national territory. In this context, it seeks to strengthen the sustainability of its operations and align its processes with high national and international quality standards. The consultant to be hired will play a central role in the design and launch of the Supplementary Pension Fund, working in coordination with EDM's internal team and supporting critical decisions for the implementation of the model.

Main responsibilities

• Carry out the technical, legal, financial, and actuarial assessment of the current situation.

• Review, adjust, and harmonize the Fund's core instruments.

• Prepare the Terms of Reference for the selection of the Managing Entity.

• Support the procurement process for the Managing Entity.

• Define the Fund's governance model and the profile of its internal bodies.

• Provide technical support in the evaluation of proposals.

• Build the capacity of EDM's internal team for the implementation and follow-up phase.

• Support employee communication and awareness.

• Follow up on the Fund's launch and the initial monitoring of its operationalization.

Required profile and documents

Eligible consultants who submit complete documentation and proven experience in similar projects may express interest. EDM intends to identify profiles with demonstrable technical capacity to conduct a process of this nature with rigor, clarity, and institutional confidence.

• Letter of expression of interest.

• Legal qualification documents to carry out the activity, including commercial registration, updated bylaws, operating permit, licenses, or equivalent.

• Individual profile and organizational chart.

• CV of the proposed lead consultant.

• Financial statements and tax declarations for the last 3 years, including forms M/22 and M/20, balance sheets, and income statements for 2022, 2023, and 2024.

• Evidence of experience in at least 3 similar projects, preferably in the energy sector or critical infrastructure of group A companies.

• Institutional brochures or relevant presentations.

The top-ranked bidders, up to a maximum of 6, will be included on the shortlist and invited to submit technical and financial proposals in separate envelopes, under terms to be made available later. The evaluation will be based on the technical quality and price of the proposed services.
