A Population Services International (PSI) is recruiting 1 Director of Human Resources and Administration to lead the people strategy, organizational culture, and administrative operations of PSI Mozambique, with a mandate to support other offices in the region, including Eswatini and Lesotho. This is a senior role with a strong strategic and operational component, focused on strengthening the quality of talent management, labor compliance, administrative efficiency, and institutional security in multi-country contexts.
Role overview
The Director of Human Resources and Administration acts as a partner to senior leadership on all matters related to people, organizational structure, and office operations. The role will be responsible for positioning HR as a core function for organizational performance, promoting a positive, inclusive, and high-expectation work culture, without losing sight of the reality of each country.
In addition to leading the human resources agenda, the role oversees office administration and the institutional security component, ensuring preparedness, risk response, and consistent compliance with internal policies and procedures.
Key responsibilities
Define and execute the HR strategy for the offices under your mandate, aligned with PSI’s global priorities and adapted to local contexts.
Strengthen organizational culture by promoting engagement, well-being, diversity, organizational development, and performance management.
Lead organizational design processes, job descriptions, salary bands, career development, and succession planning for critical positions.
Oversee recruitment and onboarding of new employees, with a focus on agile, inclusive processes and a strong candidate experience.
Use HR, performance, turnover, satisfaction, and personnel cost data to support decisions and continuous improvement.
Ensure compliance with each country’s labor legislation and PSI internal policies, including employee relations, benefits, and support for organizational adjustment processes when necessary.
Oversee office administration, including vendors, facilities, supplies, travel, and visas.
Ensure the updating and implementation of institutional security protocols, with contingency plans, training, and incident reporting.
Manage and develop the HR and Administration team, including focal points in different countries.
Desired profile
Bachelor’s degree in Human Resources, Management, Labor Law, Organizational Psychology, or a similar field.
A master’s degree will be an advantage, although it is not required.
At least 8 to 10 years of experience in human resources leadership, preferably in international NGOs or organizations with a presence in multiple countries.
Proven experience in HR strategy, talent management, organizational development, and labor compliance across multiple jurisdictions.
Ability to interpret data and turn it into practical decisions and sustained improvements.
Experience in administrative management, operational coordination, and institutional security in multi-location environments.
Fluency required in Portuguese and English.
Location and reporting line
The position is based in Maputo, Mozambique, with a multi-country scope, including Lesotho and Eswatini. The direct report will be to the Country Representative. The position is part of the HR and Administration, has an open-ended contract and includes direct supervision of roles such as HR and Administration Coordinator, HR Officer, Receptionist, Drivers, and other support staff.
