About Heading and the project

Heading is a recruitment agency recruiting, on behalf of a client, for an industrial project in the oil and gas sector, based in Afungi, in the north of Cabo Delgado province. Afungi is located in the Palma district, in the far north of Mozambique.

The schedule is 28/28: 28 days at the project base and 28 days off. Both positions fit into the project's community grievance mechanism — the line connecting operations to affected communities.

Who we are looking for

For the Coordinator position: someone who gives shape to a system. You lead the grievance management processes, supervise officers and field teams, and convert records and key metrics into decisions. The work requires data rigor and the ability to align subcontractors, authorities, and communities within the same process.

For the Officer position: someone who works face-to-face with people. You listen, record, and follow up on complaints, keep the community informed on case statuses, and facilitate awareness sessions. The work requires patience, clear communication, and rigorous follow-up on every open case.

Both positions require the same core profile: initiative, ability to coordinate and plan, strong interpersonal skills, and a professional approach to record-keeping, deadlines, and escalations. Those who address conflicts structurally — and not just when they explode — are in the right place.

What you will do

Community Grievance Coordinator (PN-5876):

• Lead the implementation and continuous improvement of community grievance management processes, supervising officers and field teams.
• Conduct performance monitoring, data analysis, and grievance mechanism reporting, in alignment with project requirements and commitments.
• Promote awareness of the mechanism and intake channels among internal and external stakeholders: subcontractors, authorities, affected communities, and community-based organizations.
• Guide and train officers and field staff, providing mentorship and professional development.
• Ensure reliable and up-to-date grievance records in information management systems, maintaining data integrity, traceability, and timely reporting.
• Coordinate and support the operation of the project grievance review committee, aligning practices with neighboring operators and local stakeholders.

Community Grievance Officer (PN-5877):

• Support the implementation and improvement of the community grievance mechanism.
• Maintain regular contact with community stakeholders to identify, address, and resolve concerns, requests, and grievances.
• Communicate and follow up on agreed corrective and preventive actions for each case.
• Maintain up-to-date grievance records and documentation in designated databases and reporting systems.
• Contribute to grievance reporting through trend analysis, risk assessment, response effectiveness, and closure rates.
• Facilitate community meetings and awareness sessions; escalate grievances to the Coordinator when their complexity, sensitivity, or risk level exceeds the scope of the position.
