National Project Coordinator — FAO (Chiúre, Cabo Delgado)

About the project

FAO (Food and Agriculture Organization of the United Nations) is implementing, in Chiúre district, Cabo Delgado province, the recovery of agricultural production and the protection of the livelihoods of the populations affected by conflict and displacement.

The intervention reaches around 81,000 vulnerable people. It delivers emergency agricultural assistance through electronic vouchers, replaces livestock, funds vaccination campaigns against Newcastle disease, provides agricultural extension services and applies accountability mechanisms for the affected populations.

The work is carried out in close collaboration with government institutions, local authorities, humanitarian partners and the implementing partner.

The position reports, in general terms, to the FAO Representative in Mozambique and, directly, to the Head of the Emergency and Resilience Programme Team. It coordinates with the Principal Technical Officer, the Operations and Procurement Unit, the Monitoring, Evaluation, Accountability and Learning Unit (MEAL), the Cash and Vouchers Team and the technical specialists.

Who we are looking for

We are looking for a person able to lead the delivery of the project in the field, coordinating the technical teams and the implementing partners simultaneously.

It is a role of overall project management, with direct responsibility for the results, the budget and the quality of the work delivered. It is also essential to represent FAO in coordination and technical forums, at provincial and district level.

Day-to-day responsibilities

• Lead the planning, coordination and delivery of project activities, ensuring compliance with approved work plans, budgets and deadlines.
• Prepare and keep up to date the implementation, procurement and monitoring plans, as well as the expenditure forecasts.
• Coordinate delivery with the government, local authorities, implementing partners and other stakeholders.
• Supervise the performance of the implementing partners and ensure agreed results are delivered on time.
• Track the progress of the project, identify obstacles and propose corrective solutions to reach the defined targets.
• Coordinate the selection and registration of beneficiaries, the delivery of assistance and the monitoring in the field.
• Ensure the quality of documentation, the sound management of data and the production of reports on results and indicators.
• Coordinate the preparation of the periodic progress report, the reports to donors and the information notes.
• Monitor budget utilisation and support the delivery of operational, logistical and procurement processes.
• Ensure compliance with FAO rules and procedures, donor requirements, safeguard measures, accountability commitments and risk-management measures.
• Organise and facilitate coordination meetings, monitoring missions and project review workshops.
• Support visibility, communication and knowledge management, notably the documentation of lessons learned and good practices.
• Represent FAO in coordination forums and technical bodies, at provincial and district level, when requested.
