The EpiC GHS project strengthens global health security in Mozambique, focused on disease surveillance, outbreak preparedness, and response. The Provincial Surveillance Technical Officer position is based in Nampula to ensure close collaboration and alignment with provincial priorities.
You will coordinate the implementation of the project's disease surveillance activities at the provincial level. You will provide ongoing technical support and mentoring to government counterparts to ensure that decisions made in technical workshops and coordination meetings are operationalized in the field.
You will lead actions supporting staff at provincial and district health directorates (DPS/SPS) in integrating surveillance — including mapping data flows, analyzing reporting gaps, and implementing improvements aligned with national systems that inform them.
You will coordinate multisectoral One Health engagement among human, animal, and environmental health stakeholders at the provincial and district levels. You will facilitate the establishment and operation of provincial technical surveillance working groups.
You will support preparedness and response efforts through simulations, rapid response training, and outbreak investigation support. You will document progress, lessons learned, and challenges, ensuring that provincial experiences inform national-level planning and policy debate.
You will maintain close communication with the EpiC GHS national technical team, sub-partners, and headquarters consultants to ensure technical consistency and alignment with global health security frameworks.
You will mentor provincial and district surveillance staff to apply practical data management and outbreak reporting tools.
You will help health facilities and districts identify gaps in data or surveillance systems, and support local teams in designing simple improvement actions. You will facilitate peer learning and encourage regular feedback discussions on data and performance at the district or facility level.
You will maintain strong working relationships with DPS, SPS, local authorities, implementing partners, and community organizations.
You will participate in provincial coordination platforms — health emergency management committees, surveillance working groups, infection control committees, and One Health task forces.
You will provide regular technical updates and progress reports to the Senior Surveillance Specialist and the Quality Improvement Technical Director, reporting primarily to the Quality Improvement Technical Director.
