The role

You will lead the data and compensation team for the resettlement program and manage or support implementation partners (IP) responsible for the four core components of the program: (1) land and asset survey, (2) signing and payment of compensation agreements, (3) grievance resolution, and (4) in-kind compensation.

You will supervise the GIS database and resettlement surveys, ensuring quality control, archiving, backup, and management within the project data system.

You will manage the project data repository for compensation (agricultural, fisheries, and community), resettlement, and livelihood restoration.

Partner and Field Management

• Prepare Statements of Work (SOW) for hiring implementation partners and monitor the execution of compensation and rehousing programs.
• Ensure compensation agreements and schedules are prepared in advance, project-affected people (PAPs) are fully briefed, and the negotiation process in priority areas succeeds.
• Properly record and archive all data and documents related to compensation and resettlement activities in the project data system.
• Coordinate the handover of land access to the project proponent entity, ensuring all supporting documents are recorded and archived in the project data system.
• Work closely with the construction, community and social affairs, and monitoring and evaluation (M&E) units.
• Conduct controls and pre-audits supporting formal internal audits on compensation payments.
• Track the compensation unit's progress through daily, weekly, and monthly reports.
• Observe health, safety, environmental, and social aspects of partner execution and intervene to improve performance.

Training, Coordination, and Compliance

• Provide training on implementation partner mobilization as needed during works execution.
• Support recruitment, onboarding, monitoring, training, and mentoring of the compensation team.
• Liaise with support services, security, and the HSE team to coordinate field team transport, HSE training, equipment supply, and escorts where applicable.
• Develop procedures, documents, and agreements for the compensation entitlement and payment system, and supervise their implementation.
• Ensure field activities and payments adhere to the resettlement plan, agreements with the Government and communities, project policies and procedures, and applicable Mozambican legislation.
• Develop the field operations plan to ensure all economically displaced people (PAPs) receive adequate support and timely compensation.
• Act as a focal point between contractors, the project, the Government, affected households, and the broader community.
