The essentials: The Ministry of Labour, Gender and Social Action (MTGAS) is recruiting, on a 12-month fixed-term contract, 108 Social Protection and Gender-Based Violence (GBV) Case Management Officers for 18 districts across 6 provinces. Applications open until October 15, 2026, at 3:30 PM, on the MTGAS Competitions Portal — each candidate applies for a single district.
MTGAS is implementing the EMPODERA Program with support from the World Bank, under the Eastern Africa Girls’ Empowerment and Resilience Project (EAGER). The program equips girls with more tools to decide their own future and strengthens national capacity for GBV prevention and response.
This recruitment creates 108 positions, 6 per district, across 18 districts in 6 of the country's provinces. The objective is to strengthen the community and institutional response to GBV, providing safe, confidential, coordinated services centered on the needs, choices, dignity, and safety of survivors.
The Ministry adopts a zero-tolerance policy towards gender-based violence, sexual exploitation and abuse, corruption, and the sale of positions. Reports and complaints are handled through the Program's Green Line, number 116.
You will join the team providing protection services to people affected by gender-based violence in your district. The work strengthens five service areas: reception/care, referral, follow-up, community liaison, and safe case management.
Someone with experience in community work with vulnerable people who can maintain safe and confidential services even where the support network is still fragile. Your week has two sides: direct contact with GBV survivors — care, active listening, case management — and liaison with communities and public and community services in your district.
In addition to the right attitude, the call requires a minimum of two years of experience in social protection, community intervention, or services for vulnerable groups, including at least one year in GBV, child protection, case management, or psychosocial support. The submission includes: completed application form specifying the district; expression of interest letter up to two pages long; updated curriculum vitae; copy of ID document; copy of bachelor's degree certificate; relevant training certificates; contact details for two professional references; and declarations required in the process. Certified copies are not required at the initial stage; provisionally selected candidates will present originals or certified documents when requested.
