mothers2mothers is an international organization whose mission revolves around the health of women, girls, and families — "Healthy Women. Healthy Families. Healthier World." In Mozambique, M2M executes an HIV program focused on adolescent girls and young women (AGYW), funded by the EKN instrument, which includes mentor mothers supporting survivors of gender-based violence (GBV).

Who we are looking for

We are looking for the focal point for government engagement in Mozambique. This role is for someone who knows how to build trust between the program and the government, development partners, civil society, and communities — and translate that trust into engagement and impact.

You will alternate between technical working groups and local committees, listen to young women, and prepare reports highlighting opportunities and risks for each partnership. You are comfortable representing the program in external forums and helping country leadership prepare for upcoming engagements with institutions and donors.

It is important to be transparent from the start: while this role is the focal point for institutional engagement, program delivery, country performance, budget, human resources, strategic information, regional leadership, and donor contract management are not under your responsibility.

Day-to-day responsibilities

The work is organized across four main areas:

• Government engagement and policy support: build and maintain relationships with ministries, departments, and agencies at national, provincial, and district levels; represent the program in working groups and stakeholder forums; align activities with national priorities on HIV, AGYW, sexual and reproductive health and rights (SRHR), community health, and youth; monitor policy design and share strategic insights with leadership.
• Partnerships and stakeholder management: develop productive relationships with civil society organizations, NGOs, youth organizations, and development partners; lead partner coordination at the national level; prepare regular updates on partnerships — opportunities and risks; ensure effective participation of adolescent girls, young women, and youth organizations in program planning, implementation, and review.
• Country Advisory Committees (CAC) and community engagement: structure and support effective CACs; coordinate meetings and action follow-up; strengthen community participation, feedback, and learning mechanisms; support community monitoring and accountability; build partnerships that expand access to HIV, SRHR, GBV, and psychosocial support services.
• External representation and communication: represent the program in stakeholder meetings, policy dialogues, and coordination forums; build relationships with emerging stakeholders and influencers; support leadership in preparing contacts with government, donors, and strategic partners; contribute to policy briefs and presentations for strategic engagement.

Key deliverables that matter at the end of the day: strong government relations; effective CACs; quality collaboration with partners; national-level coordination within the HIV Instrument; increased community engagement and accountability; visible program positioning; sustainable local partnerships; and clear management of partnership risks.
