CSM (Comité para a Saúde de Moçambique, the Mozambican health committee) is opening 11 positions for District WASH FIT Focal Points in the provinces of Zambézia, Nampula and Niassa, under the WASH FIT Phase 2 project, implemented in partnership with UNICEF and the Ministry of Health (Environmental Health Department). The project covers 43 health units (US) and its axis is the institutionalisation of WASH FIT under government leadership: assessments, multidisciplinary teams in the units, on-the-job mentoring, community co-management, data for decision-making, and preparation for accreditation.
There is one position per district, and the candidate must state the preferred district in the application letter. The distribution is: Nampula (5) — Meconta (2 health units), Erati (1), Monapo (7), Ribáuè (4) and Murrupula (3); Zambézia (5) — Gurué (8), Derre (3), Maganja da Costa (3), Milange (4) and Lugela (4); Niassa (1) — Marrupa (4).
The district is indicated in the offer itself, and the CSM encourages applications from women and from professionals based in the target districts.
CSM is a Mozambican not-for-profit organisation working in public health. It has experience in implementing primary health care programmes, health systems strengthening, management and leadership, continuous quality improvement and research.
The District WASH FIT Focal Point is CSM's operational link in the district. You support the SDSMAS and the health units to plan, implement and monitor WASH FIT, with emphasis on on-the-job mentoring and supportive supervision — the central activity of the project.
Coordination. You support the SDSMAS in the quarterly planning and execution of the district's WASH FIT activities, according to the work plan and budget. You ensure regular coordination with the SDSMAS, the SDPI, unit management, the community co-management committees and, when requested, the DPS. You take part in district and provincial monitoring meetings and you provide weekly updates to the Project Coordinator.
Implementation in the health units. You help with the baseline WASH FIT assessment in each unit, with the standard tools, documenting the current state and the gaps.
You help set up and run the unit's WASH FIT team — unit director or head, primary care focal point, nursing, cleaning and administration — including the definition of terms of reference and corrective action plans.
Together with the SDSMAS, you carry out on-the-job mentoring and supportive supervision rounds for unit teams and community monitors, three rounds across the project.
You follow up on the execution of the WASH FIT and Operation & Maintenance action plans, you prepare the six-month reassessment and you contribute to the handover to government structures.
Community and co-management. You map, mobilise and technically support the Community Co-Management Committees of the units in your district. You support the introduction of scorecards and feedback mechanisms, the monthly unit–community meetings on WASH FIT data and action plans, and the integration of community monitoring indicators into the district reporting.
Data, quality and learning. You follow up on the regular entry of WASH FIT data by the units into the project's databases and tools, with attention to data quality.
You help the SDSMAS with dashboards, with periodic data review meetings and with the production of feedback notes for units and for the community.
You facilitate, when requested, access of CSM's qualitative research team to district authorities and WASH FIT teams. You identify and document good practices, challenges and lessons for the project's learning products.
Training and logistics. You help with the logistics and follow-up, at district level, of trainer sessions and of WASH FIT, Operation & Maintenance, community engagement and basic data use sessions.
Safeguarding. You integrate the prevention of sexual exploitation and abuse (PSEA) and of gender-based violence (VBG) into field activities, and you report any incident immediately according to CSM and UNICEF policies.
You also contribute to the district's monthly and quarterly reports, the narrative one and the indicator one.
