UNICEF in Mozambique is recruiting for the position of Chief Education (Learning, Skills and Engagement), level P-5, fixed-term appointment, based at the country office in Maputo. The context stems from the 2027–2030 Country Program. Mozambique has one of the youngest populations in the world, with approximately 65% of the population under 24 years old. The Learning, Skills and Engagement (LSE) program proposes three reinforced outputs: inclusive digital learning solutions; accountability and readiness at school and system levels; and pathways for adolescents and youth, particularly vulnerable girls, to transition from learning to earning.
The national education system faces demographic, fiscal, and climate pressures, with weak learning outcomes, low completion rates, and persistent inequities. This is the context in which the position operates, in coordination with the government and development partners.
In practice, the candidate is responsible for the quality, coherence, and results of integrated strategies that improve foundational learning, expand skills pathways, and strengthen the resilience and accountability of the education system.
The role translates the Country Program vision into scalable strategies, provides technical advice to the government and partners, and uses data and evidence to support adaptive management, policy dialogue, and model scaling.
