If you work with projects funded by international partners and know your way around the bureaucracy that surrounds them, the Ministry of Transport and Logistics (MTL) has opened a selection that deserves your attention. Through its Projects Portfolio Coordination Unit (UCP),
the MTL is looking for an individual consultant to prepare the UCP Procedures Manual, under the Transport Corridors for Economic Resilience project (TRACER SOP2), financed by the World Bank through financing agreement IDA-E4810. The position is based in Maputo and the assignment is expected to last four months.
An important note before you go further: this is an expression of interest under a public selection. Inademy publishes and explains the announcement, but the selection, the assessment and the final decision belong to the MTL/UCP team, which applies the World Bank's procurement rules.
The core task is to develop a Portfolio Procedures Manual — a document that organises, in a systematic way, the policies, procedures and operating practices that govern World Bank-financed projects executed by the Portfolio Coordination Unit, which brings together the PMU,
the PIUs and the TACF. The manual should cover, among other topics, the implementation of activities, monitoring, financial management, procurement, environmental and social safeguards, works execution, quality control, communication and stakeholder engagement, plus the reporting and accountability mechanisms towards the ministry and the financier.
But the document is not limited to describing what exists: the manual should propose standardised routines and workflows that improve coordination across the whole portfolio, strengthen implementation efficiency, speed up decision-making and project execution, reduce administrative bottlenecks and promote the cost-effective use of resources. It is expected to bring procedures and arrangements aimed at optimising resources,
achieving economies of scale, simplifying processes and supervising the project portfolio effectively — always in full compliance with government regulations and World Bank requirements. The assignment also includes an updating task: reviewing the indicators and criteria used to measure the performance of the PMU and the PIUs.
The selection is open to qualified individual consultants who want to provide these services to the MTL. The announcement does not publish the detailed selection criteria: according to the official document, they are in section seven (7) of the Terms of Reference (ToR), which can be requested by e-mail using the contacts below,
during office hours. In practice, the most demanding piece to prepare is the cover letter: it must demonstrate, criterion by criterion, how you meet the selection requirements set out in the ToR — which is why requesting the ToR before you start writing is the smartest first step.
Expressions of interest, written in Portuguese or English, are submitted by e-mail only, in writing, until 15:00 on 5 October 2026, local equipa (CAT/UTC+2). The dossier has two pieces: a detailed CV (qualifications, professional experience and achievements in comparable assignments) and the cover letter described above.
It is mandatory to state in the e-mail the reference number MZ-MTL-558090-CS-INDV and the position title (Preparation of the UCP Procedures Manual) — only then is the application considered. The selection follows the World Bank's conflict-of-interest policy (paragraphs 3.14, 3.16 and 3.17 of the Procurement Regulations for IPF Borrowers, September 2025).
