What you will do
- Organize, manage, and control the Contracts & Procurement function for the Business Services entity, ensuring contracting quality in terms of delivery time, quality, and cost.
- Support partner entities in business services contracts and procurement activities — including IT, testing and inspection (TAS & QA/QC), and the office and residential complex in Maputo.
- Organize and manage the contracts committee and coordinate the workload of the entire Contracts & Procurement team, in cooperation with partner entities and adhering to the C&P reference system.
- Lead cost optimization and reduction, supported by market intelligence, supplier qualification and evaluation, cost models, and target pricing.
- Participate in anticipating partner entities' needs through procurement planning, and oversee the drafting of technical contracts, directly participating in the most complex contracts and purchase orders.
- Define and monitor efficiency KPIs, and ensure overall reporting of Contracts & Procurement activity to management.
- Conduct selective contract audits to ensure compliance with terms and conditions, and intervene in dispute management alongside Legal, Insurance, and Finance departments.
- Verify compliance with Contracts & Procurement policies and applicable legislation, particularly regarding ethics and transparency, and ensure the application of TEPMA1 General Terms and Conditions when purchasing complex and high-value equipment.
- Apply and enforce H3SE rules: raise awareness and guide teams and suppliers, maintain personal protection and emergency measures, and conduct regular inspections with incident reporting and corrective measures.
- Coordinate job specifications, competency assessments, and recruitment processes for contracted personnel, and ensure category management (CATMAN) involvement in activities within defined categories.
