Deputy Head of Human Resources Department — Solidarités International (Pemba, Cabo Delgado)

About the position

Solidarités International, an international non-governmental organization with over 40 years of humanitarian action, is recruiting a Deputy Head of Human Resources Department for the country office in Mozambique, based in the city of Pemba, Cabo Delgado province.

The organization has been present in Mozambique since 2019 and implements, mainly in the Cabo Delgado region, emergency and post-emergency programs in the water, sanitation, and hygiene (WASH) sector, reinforced by food security and livelihood interventions. The role supports the Head of Human Resources Department: replaces them during occasional absences and assumes their duties if the position becomes vacant.

On a day-to-day basis, the incumbent supports department management, travels regularly to field intervention sites, ensures the consistent application of human resources policies across the entire country office, and ensures minimal service at bases when necessary.

Main responsibilities

• Support the formulation, implementation, and monitoring of the country office's human resources strategy;
• Centralize and verify monthly human resources data from bases and the coordination team, including organizational charts and monthly reports;
• Gather and analyze information on the cost of living and basic consumer goods across the operational area;
• Maintain relations with local authorities, labor inspection, and social security funds, as well as universities and trainers, including necessary registration and reporting procedures;
• Monitor Mozambican labor legislation and its current implementation;
• Represent the organization in external coordination meetings when delegated;
• Participate in internal coordination meetings when delegated;
• Centralize and audit the national staff payroll, including approvals and payments in the coordinator's absence, social security contributions, and tax declarations;
• Calculate and distribute per diem, centralize leave and absence requests, and handle the renewal of visas, work permits, and residence authorizations for expatriate staff and for their dependants, as applicable;
• Organize recruitment processes, participate in interviews when necessary, and help shape the annual training plan;
• Support the definition, implementation, and monitoring of human resources policies, adapting procedures to the local context;
• Participate in risk and abuse prevention, including training on reporting mechanisms;
• Support the definition of the local staff social protection policy, the analysis of compensation policy, and suggestions for improving working conditions;
• Manage physical and digital employee files and prepare files in case of audits;
• Serve as the contact point for the organization's human resources software (Homère), including updates, configuration requirements, and technical support.

This is a coordination role within the department, directly supporting its head, where you will touch almost all areas of human resources work. We are looking for someone with a passion for leading and coordinating, capable of managing multiple priorities at the same time.

The pace is demanding, typical of a humanitarian context. Contact with people is constant: conflict resolution, diplomatic communication, including in sensitive situations, and a high level of confidentiality.
