In Mozambique, its presence is focused on Cabo Delgado, where NRC leads the Rapid Response Mechanism consortium, with technical expertise in cash-based response, vouchers, shelter, and WASH.
This role was created for the operational side of this rapid response: NRC is the consortium lead and holds the position of consortium manager, and your role is to keep the response running in Pemba and Mueda. You will coordinate the RRM teams, align implementation with donor requirements, and support the country's emergency strategy.
We are looking for someone who leads by example in the field. You will coordinate dispersed teams, prioritize under pressure, and maintain technical quality even when the context changes week to week. You will deal with local authorities, donors, and displaced populations — the response is managed with data, deadlines, and direct accountability for the personnel under your care.
You lead, delegate, and keep the team operational even in sensitive environments.

Minimum experience: At least 3 years at a senior level in a humanitarian programming environment, or in a senior-level project management position.
Previous experience implementing emergency program cycles in complex, fragile, and volatile contexts; knowledge and skills in cash-based programming and market analysis.
Experience in emergency response, including rapid response (RRM) or emergency response (ERM) mechanisms — RRM experience with localization as part of the response is especially valued.
Languages: Fluent English, written and spoken.
Desirable: Experience in a humanitarian context in Mozambique; knowledge of Portuguese; experience in needs assessment, project monitoring and evaluation, and program development; strong leadership skills and a supportive management style; experience with a flexible management and prioritization approach for a high and diverse workload; proven ability to work effectively across cultures, in sensitive environments, and with stakeholders at all levels.
