Energy Project Officer — Enabel (Maputo)

What you will do

The position supports the implementation, coordination, and monitoring of Enabel's energy portfolio in Mozambique, under the technical guidance of the Energy Transition Expert and the Rural Access to Energy Expert. Core responsibilities:

• Support the preparation of terms of reference, technical specifications, funding mechanisms, and calls for proposals, and contribute to the evaluation of technical proposals and the preparation of procurement processes;
• Monitor the execution of contracts and grants — work plans, budgets, and deliverables — and review technical outputs prior to acceptance processes for studies and investments;
• Collect, verify, and analyze data from partners, contractors, and project sites, maintaining monitoring tools, databases, and performance indicators;
• Draft technical notes, analytical briefs, and reports supporting decision-making, and contribute to funding proposals, concept notes, and investment documentation;
• Support collaboration with FUNAE, MIREME, development partners, private operators, and other stakeholders, including coordination platforms and sector working groups;
• Engage provincial and district authorities, communities, and beneficiaries to facilitate project implementation;
• Organize workshops, training sessions, stakeholder consultations, and site visits, and conduct regular field missions with feedback and implementation recommendations;
• Support learning, capitalization, and communication initiatives regarding program results;
• Support the documentation and handover of tools, procedures, and systems developed within the program scope.

Who we are looking for

We are looking for someone with a technical background in the energy sector and practical experience in contracts, funding, and field project monitoring. Candidates who have worked with decentralized solutions and understand calls for proposals, work plans, and technical deliverables are a great fit.

The role combines office and field work: you will manage multiple fronts simultaneously — data, reports, public and private partners — and move between Maputo and project sites regularly. Anyone who feels comfortable working among public institutions, private operators, and communities, facilitates multi-stakeholder processes, and writes clearly will thrive in this job.
