What you will do
You will work directly with the Administrative Coordinator in processing accounting and financial transactions, and assume their duties when they are absent. You will manage the finance team under the supervision of the Administrative Coordinator and cash processes at the mission level.
Your daily responsibilities include:
- Prepare and import budget parameters into SAGA (the organization's accounting software) after validation by the headquarters finance officer in Paris, verify monthly project budget monitoring, and prepare global budget monitoring documents.
- Prepare financial reporting requested by authorities — government and ministries — for validation by the Administrative Coordinator or Head of Mission prior to submission.
- Supervise the monthly closing of accounts, review and integration of mission accounting, verify accounting files prior to sending to headquarters, and prepare and support audits and any inspections.
- Ensure compliance with cash payment rules, ensure proper recording of transactions in SAGA, send the validated accounting package monthly to headquarters, and manage monthly integration in coordination with the headquarters finance officer and their assistant.
- Centralize field office accounting in SAGA, supervise its verification, and support the headquarters finance officer in recording accounting entries.
- Supervise the status of accountable accounts: outstanding expenses, unused leave, debts, asset acquisitions, and in-kind donations.
- Manage cash: centralize monthly cash forecasts for each field office, prepare the consolidated document, track transfers from the Paris headquarters, and ensure the provision of bank accounts and safes at the mission level.
- Monitor fund security, propose improvements to the internal cash transfer process, and track donor instalments on the ground, where applicable.
- Monitor compliance with administrative and financial rules and procedures, the finance team calendar, lease agreements, and physical and digital document archiving, including regular backups at the coordination level.
- Monitor developments in national laws and policies, and prepare and control the payment of income tax and VAT.
- Supervise and train field office administrators, supervise all finance staff at the coordination level, conduct periodic field visits, and ensure minimum staffing levels in the administrative department during leave or sickness absences.
- Support the Administrative Coordinator in preparing operational proposals and financial reports, maintain relationships with national administrative authorities, other NGOs, INGOs, and partners, and participate in meetings and workshops when requested, taking minutes as required.
