Finance Officer — Food for the Hungry (Nampula)

About the position

The Finance Officer is the final financial control checkpoint at the field office. They review and validate all payment requests, transactions, and supporting documents — accuracy, completeness, budget availability, and compliance — prior to submission to the national office for approval and disbursement.

The position covers all projects and programs under the field office's responsibility, working in close collaboration with program teams, and ensures budget alignment and strict compliance with donor requirements.

In Mozambique, FH works with funding from organizations such as USAID, the EU, FCDO, and the Global Fund, among others; as accounting systems, the team uses, for example, Microsoft Dynamics 365 and Odoo.

Main responsibilities

• Act as the primary mandatory reviewer of field payment requests: invoices, receipts, purchase orders, contracts, and timesheets;
• Confirm budget availability, proper account and project coding, and required authorization levels before submission to the national office;
• Ensure all document sets are stamped "PAID" to prevent duplication or recycling, and maintain an updated field payment register, immediately reporting indicators of fraud or non-compliance to the Finance Coordinator;
• Process daily cash, bank, and mobile money transactions in the computerized accounting system;
• Prepare monthly and quarterly Budget vs. Actual (BVA) reports, analyzing spending trends and identifying significant variances;
• Manage petty cash and advances, ensuring liquidation within internal policy timelines (7-day rule) and performing daily and monthly bank and cash reconciliations;
• Prepare documentation for government statutory taxes and deductions — IRPS, INSS, VAT — and maintain the financial archive, physical and electronic, organized, labeled, and secure;
• Monitor project budget execution in the field in compliance with donor rules and support the preparation of financial reports, budget realignments, and project closeouts;
• Ensure compliance of field procurement processes — quotations, purchase orders, bid analysis matrices — with competition thresholds and applicable policies;
• Prepare cash flow forecasts and fund requests based on project schedules, conduct periodic physical asset verifications, and assist in the preparation and execution of internal, external, and donor audits.

Position conditions

The position is for the field office in Nampula, on-site. Compensation is not disclosed in the vacancy announcement — terms are to be discussed during the interview.
