Financial Assistant — INE (PRESADC, Maputo)

The National Institute of Statistics (INE) has launched a call for the hiring of an Individual Consultant — Financial Assistant, under the SADC Regional Statistics Project (PRESADC). Financing is provided by IDA, the financing institution of the World Bank Group, under project reference P175731, with funding source E2700.

The invitation was published by INE on September 16. Expressions of interest must be submitted by October 2, 2026, at 3:00 PM.

What the position entails

The consultant supports the project's Financial Specialist in carrying out financial management activities for the Project Implementation Unit (PIU). The work demands high standards of efficiency, transparency, and internal control, in accordance with World Bank fiduciary procedures.

Hiring takes place under the Special Regime provided for in Article 8 of Decree No. 79/2022. The World Bank Procurement Regulations, 6th edition of February 2025, apply, specifically paragraphs 7.36 to 7.39 regarding the selection of individual consultants. Selection is made by comparing the qualifications of candidates who meet the minimum requirements.

What the invitation requires for the expression of interest

• Application letter.
• Detailed, dated, and signed Curriculum Vitae, including verifiable contact references.
• Certified copy of academic degree certificate(s).
• Certificate of Registration in the Register of Goods and Services Suppliers, from the Ministry of Economy and Finance.

Profile requirements

• Higher education degree in Accounting, Finance, Public Administration, General Administration, Management, Economics, or related fields, with a certified diploma recognized by the National Professional Qualification Entity.
• Proven practical experience of at least 4 years in administration, management, accounting, and finance, preferably in cooperation project contexts.
• Knowledge of accounting systems, preparation of financial statements/reports, and public procurement procedures is an advantage.
• Experience in projects funded by the World Bank or other development partners, or in statistical operations and censuses, is an advantage.
• Practical proficiency in Microsoft Office, especially Excel, for preparing reports and financial tracking sheets.
• Fluency in Portuguese, written and spoken; knowledge of English is an advantage.
• Immediate availability for assignment to the Project Implementation Unit and to meet the schedule of activities during the mobilization phase.

About the scope of support

The support focuses on the financial management of the PRESADC PIU, a project that strengthens statistical cooperation in the SADC region. The assistant's work covers fund management activities, respective fiduciary compliance, and corresponding documentation throughout the project cycle.

What to expect from this process

This is an expression of interest: technical and financial proposals are not requested at this stage. Based on INE's comparison of candidates meeting the minimum requirements, the candidate with the most qualified profile is selected and invited to submit a proposal and enter contract negotiations.

The process takes place under the Special Regime of public procurement, with the safeguards of the World Bank Procurement Regulations applied to Investment Project Financing operations.
