Action Contre La Faim (ACF) is an officially recognized public utility humanitarian association founded in 1979, operating in 50 countries in the areas of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health, and care practices. As part of its programs, the organization is currently seeking to fill this role for its operation in Mozambique.
The scope of intervention covers emergency response, including cash and voucher assistance and food aid, as well as early recovery and development, focusing on sustainable agriculture, value chain development, income generation, and savings and loans.
The main objective of the incumbent is to ensure the quality, relevance, and scale of the Food Security and Livelihoods strategy and interventions, in compliance with ACF's national and international standards and policies, and aligned with the mission's localization agenda.
Key responsibilities include contributing to the definition of the country strategy and department positioning, coordinating needs identification and project proposal formulation, and technically supervising program and project implementation.
Also included are ensuring the quality and cost-effectiveness of interventions at the national level, active participation of ACF in sector coordination and technical forums, developing sector partnerships, and promoting the capture and utilization of learning, technical development, and research.
Regarding the profile, the organization requires a Master's degree in economics, agriculture, public health, international development, or a related field, and 3 to 5 years of technical experience in food security, economic development, or livelihoods.
Demonstrated project grant management skills—including project design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting—are valued. Experience in starting up and scaling up new programs, preferably in livelihoods, food security, or financial interventions, is an important factor.
Knowledge of cash and voucher systems, Early Warning projects, and social and behavior change communication around food security, health, and nutrition is also required. Experience in monitoring and evaluation techniques, the project cycle, and participatory methods is valued.
Team management skills, including the ability to organize work and supervise partners, experience with issues related to humanitarian and development crises, and strong analytical and reporting abilities are valued. The ability to work with diplomacy, tact, and sensitivity, along with experience in varied cultural contexts, are also valued.
Fluent written and spoken English is required, and ideally fluency in Portuguese, Spanish, or Italian.
